If you pick up this quest just after you've gotten revered but before you've done the revered quests, the Guo-Lai Halls will phase and nothing will be there. Once you finish the short chain, you will be phase back into the normal version and Wulon will be waiting.

If you have a phasing issue with that quest, it´s because you have to finish the following quest chain first. Otherwise you are in a different quest phasing. You have to finish this quest chain:

After getting the quest , enter the Guo-Lai Halls, (22.5, 27.2). Walk on the green glowing discs on the floor to increase your running speed as you travel down the ramp, then take a right into the Guo-Lai Ritual Chamber (76, 43). 乌麟 is a level 90 Quillen gray statue on the raised platform stage.

乌麟 cannot initially be targeted, so you have to enter close proximity to aggro. When ready to engage in combat, I found it easy to get first critical blows in by approaching him from the back on TOP of the platform instead of down below him.

He has a 5 yard knockback. If you're worried about knockbacks, face your back to one of the three walls and DON'T face your back to the edge of the platform or you risk big blow AND additional falling damage. If you DO get knocked off the platform, throw some DoTs until the quillen gets back to you or heal yourself and resume fight.

He changes into different granite forms (red, blue, and green) during the fight. Each one impacts how he strikes. At 90% health, the sentinel will choose one of these three color forms and shift, remaining in it until being reduced to half health.

Red Granite form: He uses 烈焰之爪. Flaming Paws causes attacks to inflict 14-15k additional Fire damage on attacks and slows movement speed by 30%. DoTs work very well to get his hit points down while you spam attack. Red Granite fights hard.

Blue Granite form: He has a Mist spell that forms under the feet of the target, inflicting 4-5k Frost damage every 1 sec for 1.50 min. Slows movement speed if you step into it or the one he does with a yard range, so you got to move out of them. As you might be moving around a lot to avoid the Mist, use DoTs. Blue Granite drops void 'mist' zones on the ground that slow you down and do damage over time.

Green Granite form: This gives him a spell called Fragment which creates little mini spawns which are fairly low in hitpoints which makes them fast to kill. Their multiple blows do a lot of damage, so kill them first with AoEs before resuming your fight with the Quillen. Spawns range from 2-5 creatures. Easy if you have AoE spells, AoE melee/bombs on your action bar, or multi-attack actions. Green Granite creates spawns of miniature quillens that are best killed off early. Keep kiting around the platform through a second form, then finish it off. Use the knockbacks to help gain ground if Wulon catches up, especially while not in the red form, as it doesn't hit too hard.

Easy breezy fight. I'm not geared at all as a 90 Shadow Priest and I soloed this on my first go. I still can't kill 钳颚 by myself, and I found THIS fight easy as pie.

P.S. Watch out for the swarms of spiders that may attack you before and after exiting the chamber. They are easy to kill but they are blood hungry and come in packs of 8 sometimes.
