Talking to the 被俘的钢鬃野猪人 gives 5 options:

Who sent you!
<Punch him in the mouth.>
<Kick him in his big fat face.>
<Offer food.>
<Tickle Time!>

Obviously, the first option gives you only a <Snort> or "I say nothing"
The second and third options, being brutal, at first only meet resistance as well, but after a time or a certain combination of beatings and kicks (or just random, couldn't figure that out yet) will get the quilboar to say

You waste your strength! Tortusk train us warriors never to talk.
Oh - I've said too much!

which completes the objective.
However, you can also choose the fourth and fifth option, which will get the quilboar to blab immediately:

Mnn, <snort> why you cook this meat? Tortusk tells us meat taste best when stolen and raw.

Haha - <snort> ha - heee! <snort> Haha no stop haha <SNORT> <wheeze> Hee hee! Battlemaster Tortusk never prepared us for this!

each followed by "Oh - I've said too much!" of course.

The brutal options will buff you with 肮脏, increasing your attack power and magical damage done by 8 for 20 minutes. Using one of the brutal options hide the nice options, but you can click off the Nasty buff to see those again.
Being nice buffs you with 圣洁, increasing your health regeneration by 3% for 20 minutes - which, at this level, is rather uninteresting, since you still have a huge HP regen out of combat anyway, compared to your HP.
If you don't manage to beat it out of the quilbar to complete the objective and receive the Nasty buff, simply be nice to him once to complete the quest, click off the Saintly buff, then kick him again.

Speaking of clicking off, having the Saintly buff prevents you from seeing any option whatsoever. If you happen to choose tickling first, thinking it to be some random funny meaningless thing, but want to check out the other options as well, don't try and abort the quest, this will get you nowhere :P Just click off the buff. Took me a while to figure this out, so I better share this with you, to save you the humiliation.

The name of this quest is possibly a reference to the intro of the British TV series, The Prisoner, in which which Number Two tells Number Six that they want information, and by hook or by crook they will get it.

Though, it could simply be a coincidence as the phrase 'by hook or by crook' means 'by any means necessary'.

NOTE: when you complete this quest DO NOT ABANDON IT WHATEVER YOU DO! Although you will be able to reaccept the quest you will be unable to get the dialouge options needed to finish it. I made the mistake of doing this when I attempted to get a little more sadistic fun out of this.

I hit tickle time, just to see what would happen. Upon realizing that it completed the quest for me my sadistic nature demanded I redo it and pick a darker choice. Then the problem I spoke of above started.

I abandoned this quest so i could try out all the torture options, and when i went to talk to the Quilboar the second time, i was unable to choose any of the options.

So don't abandon this quest, you will be unable to complete it.

This quest's title is a reference to the 1967 TV show "The Prisoner". In the opening title sequence, the Number 2 states that they'll get the information from the Prisoner (Number 6) "By hook or by crook, we will!" A really good show and a must see.

It is sometimes suggested that 'by hook or by crook' derives from the custom in mediaeval England of allowing peasants to take from royal forests whatever deadwood they could pull down with a shepherd's crook or cut with a reaper's billhook. Another commonly repeated suggestion is that the phrase comes from the names of the villages of Hook Head and the nearby Crooke, in Waterford, Ireland. Hook Head and Crooke are on opposite sides of the Waterford channel A third suggestion is that the phrase derives from two learned judges, called Hooke and Crooke, who officiated during the reign of Charles I (born 1600 - died 1649) and who were called on to solve difficult legal cases. Don't give me that look, you wouldn't have picked that option if you didn't enjoy it.

Important: If you attempt to abandon the quest in order to get the other buff that you didn't get, you have to right-click the old buff to get rid of it before you get the dialog options to get the new one.

If you punch the prisoner, drop the quest, and take it again, you will not be able to hit him again and thus be unable to finish the quest.

Quest text at the end of this is interesting when Togrik says "A power leader can inspire his people to acts of greatness or atrocity. But we orcs would know that more then others.."

This he highlights the awareness some members of the horde have to the factions problem of following bad leaders, and lets not forget, this quest text was put in at the time Garrosh was just made warchief, and long before sylvanas was made it.

Seems the cycle of the horde following bad leaders keeps coming back on them, at least some of the horde are aware of this problem.
