Tooltip seems incorrect for this ability. The mechanism is the following:
Turn 1: you cast Ice Tomb, there will be a debuff displaying under your opponent's health bar and a turn counter shows 2.
Turn 2: you do your attack, counter shows 1. CD counter shows 5.
Turn 3: you do your attack, at the end of the turn, the ball hit target and deals damage. CD counter shows 4.
Turn 4: Enemy is stunned for 1 turn. CD counter shows 3.
Turn 7: You can use this spell again.
Notice that this is a 'field ability', means that it isn's cast on the opponent pet, thus any buff that provides guaranteed dodge/block/miss won't work during the turn of casting. However, on the attack turn, enemy with such buff will not take damage or the stun effect.
Also, the critter type baseline ability which shorten the duration of status ailment works on this ability, effectively eliminating the stun effect.
If you're trying to decide whether to use Ice Tomb or Gift of Winter Veil in PvP pet battles for the Winter's Helper, keep these facts in mind:
-They both do the same amount of damage.
-Ice Tomb you have to wait a few turns for it to activate, whereas Gift of Winter Veil is instant.
-IT has a one-turn stun effect once it hits them, letting you get an extra free turn, GoWV does not.
-Since your type as Winter's Helper is humanoid, GoWV will give you the extra 4% health heal that casting IT will not, if you are that tight on health to survive.
-If you are in a desperate spot trying to see if you will win or lose, GoWV will probably be better at that moment because IT might not have time to hit them before you die.
-The wait on IT gives the other team time to use a damage-avoiding ability to completely dodge IT.
-Critters' special effect to reduce CC times will let them completely ignore the stun from IT.
Overall it comes down to which one you prefer. IT is generally long-term better, however it is avoidable and instant DPS can be a blessing in a last ditch effort. Try both if you aren't sure.

Wasn't sure if this worked if the pet that cast it dies. However, I am happy to report that it still landed, even after my poor Frosty died (twice! lol).
