Because it only appears on elemental pets, who do not benefit from weather effects,
does not in fact benefit from Sunny conditions, even though the tool tip suggests it will. I hope this will be fixed at some point in the future.
Edit: 11/02/2013 Tested again and this issue seems to have been resolved as of 5.1.0. Photosynthesis now benefits from sunny weather. I too had noticed that 'Siren' was benefiting during sunny conditions.

In reference to gelf, I don't think it is truly benefitting from the sun's effect.
I've yet to get this tested
, but I think this ability has a secondary effect of healing twice as much if it's sunny, ie, the extra healing is part of the spell, not a bonus from the "sunny" weather, which the elemental ignores.
Basically, use the combo. If it only benefits from the sun, it should heal 1.25*, if it's just a secondary effect and the elemental truly ignores the weather, it should heal for 2* and if it's both, and somehow for this ability, the elemental doesn't ignore the weather, it should heal 2.25*.
This spell, when used by an elemental, does NOT gain an increase in healing when sunny. It DOES, however, heal twice when sunny. At level 20, my ancient's tooltip says that it heals for 72. When sunny, the tooltip doesn't change, and when he's healed, he is simply healed for 72 TWICE (as in literally two different ticks). So elementals still ignore the +health and +healing when sunny, but this ability still gets boosted.
