Rotation Changes for Outlaw Rogue in Patch 9.2
How Does Tier Sets Affect Outlaw Rogue Rotation
Due to the fact that both the 2 set, and the 4 set bonus are entirely passive, there is very little rotationally different moving into the new patch, if you feel comfortable with 9.0 all the way through till 9.1.5, Outlaw will feel very similar. The biggest change with the 2 set

Outlaw Rogue Tier Set Bonuses
Rotation Changes for Outlaw Rogue in Patch 9.2
Similar to the tier set, the addition of a second legendary to Outlaw Rogue's repertoire doesn't really impact that much. More or less all the covenant legendaries make it so your covenant ability does more damage, there is little to no rotational changes. If you've played Outlaw before, it'll be very easy to return.

The Outlaw rotation has a simple core and the main thought process lies in adjusting to your current state of buffs (e.g. from

) and cooldowns.
Pull
Make sure your poisons are up and not going to run off during the fight.
Be in

), or if the target is about to die. Try to snipe low health enemies to get as many cooldown resets as possible. Mouseover macros might help you with it.

(if talented) like a builder on cooldown. Its damage increase does not translate into

so there is no need to worry about that.

(if talented) at low energy. If you can expect to benefit from

Other than that, you can use it to avoid capping on maximum charges (trying to keep extra charges ready for incoming new targets) or to fish for the

Racial cooldowns
that are not on the global cooldown like

Trinkets
can (in general) simply be used on cooldown too. Check out the gear page for special cases with certain trinkets.

should at least be stacked with

, and in addition to that with

Finishers
Use finisher abilities if you have the maximum number of combo points. Finish earlier if you would overcap on expected combo points with your next builder. Keep in mind that the number of guaranteed combo points depends on whether

is up and what builder you would use next (

generates one more when you have

and

procs).
Also, use a (damage dealing) finisher when you are matching the animacharged combo points from

Outlaw Rogue Abilities for Shadowlands
Now, let us have a deeper look at the underlying basics and more of our core abilities. For details on the talents, look at the talent page here.
Resources
The main resource of the Rogue class is
能量
. It is generated passively and consumed by most of our abilities. The concept of energy is what makes rogues generally not GCD-locked, meaning that you do not necessarily have to press something every global cooldown when you are not at maximum energy.
Our additional resource is
连击点数
. These are generated by some of our abilities that we usually call Builders. You have a maximum of 5 combo points, which can be increased to 6 by selecting the talent
深邃诡计
. Another subset of our abilities called Finishers can consume these combo points. Based on the number of points spent, the damage of it is increased or the duration of its damage over time effect extended. This leads to the general rogue rotation pattern of using builders up to a specific combo point threshold and then consuming them with a Finisher.
Stealth
A core of the Rogue fantasy is the ability to
潜行
. This makes you effectively invisible to everyone outside your raid or party and hard to detect unless you get very close to enemies or there is some counter like Demon Hunters'

Stealth allows you to skip enemies or get from A to B unseen where other classes have a harder time. Besides, there are some abilities in our toolkit that require you to be in stealth (or a stealth-like effect) in order to be used, either for utility or for a strong damage attack.
Sometimes, you will encounter enemies that have stealth detection. They will be able to see you as if you were not in stealth at all. While you are in stealth, you can recognize those via an eye symbol above them. Be careful around them as they can make potential skips harder or impossible.
Poisons
Poisons are an iconic mechanic for Rogues. You can always have one lethal and one non-lethal poison active and you have to refresh them every hour.

: Lethal Poison. This is the default poison in PvE environments and has a simple damage effect.

: Lethal Poison. Does only a bit of initial damage but reduces the healing received by the target, making it a considerable option for PvP.

: Non-Lethal Poison. Provides the main source of our capability to slow targets.
迟钝药膏
: Non-Lethal Poison. Increases the time it takes for enemies to attack and cast spells.
Builder Abilities
These are abilities you use in order to generate combo points for your Finishers.
伏击
: A strong and iconic Rogue attack. It requires stealth and generates 2 combo points.

: A ranged generator with a slow effect. Becomes a more efficient generator with

procs.

: A simple combo-point generating attack that deals moderate damage. It has a chance to strike an additional time, which grants an additional combo point and gives you

Finisher Abilities
Finishers require combo points to be used. Their effects scale with the number of combo points you have when you use them.

: A ranged finisher with a cooldown that applies a debuff for a short burst window on the target.
斩击
: Our main damaging finisher that hits one target with a powerful strike.
切割
: This is a maintenance buff finisher. It increases your attack speed for melee auto-attacks and is something to keep up during combat by refreshing it regularly.
Offensive Cooldowns
冲动
: A damage increasing cooldown with a fairly long cooldown duration. It speeds up the rotation by quite a bit.
As something that is not mentioned on the tooltip, Adrenaline Rush also reduces the global cooldown of your core rotational abilities to 800ms.
剑刃乱舞
: This is a key cooldown of Outlaw and the spec's way to deal AoE damage. Using it will deal a bit of instant damage and then mirror part of your single target damage to up to 4 additional targets. With its cooldown being reduced by
无休锋刃
, a near 100% uptime can be possible.
命运骨骰
: An "iconic" Outlaw randomness factor. The buffs you can get are

. The probabilities are 79% for one, 20% for two, and 1% for five buffs.

(conduit) removes from the one buff chance and adds to the two buff chance. With

, one buff rolls are simply converted into two buffs and there is no increased chance for five.
Defensive Cooldowns
暗影斗篷
: Provides a moment of immunity against magic effects, removing current debuffs in the process. This is maybe one of the strongest defensives in the game as it can be extremely good for soaking and surviving many combat mechanics. (Note that some raid abilities are set to ignore it though.)
猩红之瓶
: Heals you for a part of your health over a short duration. Helpful to support your healers as well as surviving, assuming you can spare the energy.
闪避
: This makes you effectively immune to many physical attacks and is thus a counterpart to
暗影斗篷
. It also comes in very handy when you have to support your group by tanking for a short time. For Outlaw, successful dodges also cause you to deal some damage via
左右开弓
.
佯攻
: Reduces the damage received from Area of Effect abilities and should always be used when soaking boss abilities or when you are aware that there will be an AoE damage spike incoming. Keep in mind that it costs energy and causes a global cooldown though.
Passive Abilities
作战潜能
: Outlaw rogues have increased energy regeneration and a chance to generate additional energy on off-hand attacks. This chance is normalized to one-handed weapons with speed 2.6, meaning if you equip a faster dagger in your off-hand the chance is around 52% so that your expected energy gain averages out.
无休锋刃
: For every combo point spent, your finishers reduce the cooldown of several of your abilities and talents. This is part of what feeds your rotation, makes you quite sensitive to downtimes, and contributes to your cooldowns not being constant and easy to predict. Always keep this in mind when trying to judge how long a cooldown will last.
无情
: When using finishers you have a 20% chance per combo point spent to restore a combo point. With the talent
深邃诡计
you can use 6 combo point finishers, in which case you get a guaranteed combo point and an additional 20% chance for a second one.
Utility Abilities
致盲
: Disorient on a cooldown that can be used in combat. This period is reduced against players.
偷袭
: This is the stun we use as a combo point generator and a useful opener in PvP.
侦测
: Legacy spell that you can buy from
卡维兹·洛典
. This does not do anything... promise. However, it has a nice animation (referred to as "swirlyball") and can be used to "waste" an ability for mechanics like
侵蚀灵魂
. You also need it to get the
幸存者的钱袋
, a special rogue item.
扰乱
: Causes enemies to divert their attention to your targeted area for a moment, making them turn towards it. It is useful to stop patrolling groups or sneak around certain enemies. It also allows you to sneak around some enemies that can detect you in stealth.

: Incapacitates the enemy for a shot period and can only be used from the front. Outlaw's special additional crowd control ability that generates a combo point as well.

: Allows you to grapple to a target location. This is Outlaw's alternative to the other specs'
暗影步
.

: Interrupts the target's spell cast.
肾击
: Our second stun that is a finisher and potentially longer than
偷袭
.
开锁
: Unlocks locked chests and doors. This includes items and can be used in the bottom field of the trading window to unlock chests the same way enchanting can be done.
搜索
: Pick the target's pocket. This usually requires humanoid enemies and can give you a very small amount of money and, occasionally, junk items. In the zones of some expansions, there are special quests and rewards for pickpocketing.
闷棍
: Requires stealth and only works on targets that are not in combat. The period is reduced against players. Very useful when you want to sneak around enemies. It has no cooldown and can be used very often as long as you do not enter combat. When you use it to disable an enemy for a pull, keep in mind that you will not be able to refresh this and your tank should prioritize sapped targets when breaking crowd control effects.

: Based on your active non-lethal poison, it applies a more powerful slow with
减速药膏
, or a more powerful attack speed / cast slow with
迟钝药膏
. It also dispels an enrage effect regardless of the active poison.
潜伏帷幕
: This allows for some very convenient trash skips in dungeons. Your stealthed party members can mount up before you use it and, once active, should not use any abilities.
疾跑
: Straight-forward movement speed increase that is on a 1-minute cooldown at Rank 2.
嫁祸诀窍
: When used, it starts a 30s period and only your first hit during that period will start the actual redirect phase. The cooldown starts with that first attack. Very useful to help the tank with aggro generation, especially in Mythic+ dungeons with
无常
.

: Allows you to enter
潜行
while in combat (and drops you out of combat on trash and in the open world).
Glyphs
Glyphs are produced by Scribes and can be applied to abilities in your spellbook to provide a cosmetic effect. The ones available for Rogues are these:

The class ability is

, which has fairly good throughput. It is a strong hitting ability every 45 seconds just on its own. Then, there is an overcharged combo-point that, when consumed by using a damage-dealing finisher at that amount of combo points, will make the finisher work as if it used 7 combo points. The mini-game to meet a specific combo point threshold is not everyone's favorite but it usually works out within the 45s timeframe anyway, does not require much of a gameplay adjustment, and does not hurt too much if you miss it either.
Then, there is the very convenient signature ability

. Not only does it provide some daily gimmicks like repair, talent changes, or playing music, it also gives you an additional source of healing and a powerful cleansing effect that works with a number of debuffs from raids and dungeons.

The Necrolord ability,

, is a relatively fun one to play with. It has three charges and on each use provides combo points, instant damage, and applies an endless (until the target leaves combat) damage over time effect. The number of combo points you gain is based on the number of active debuffs. Charges are refunded if the target dies. The most interesting part about this for Outlaw Rogues is that the instant damage translates into

.
The signature ability,
血肉铸造
, can be a very interesting defensive ability in some situations. It requires you to channel for three seconds (and be stationary during it unless you have picked Emeni and sacrificed a potency conduit in your soulbind tree). Not bad at all but I think the other signature spells are more generally useful than this one.
Night Fae:

The Night Fae offer the class ability
败血刃伤
. This ability is mainly a pretty strong damage over time effect with good damage per execution. If the target survives the entire duration of the DoT, there is a powerful damage tick and, as a little bonus, you get a buff allowing you to use one stealth-requiring ability (without empowering synergies like
刺客大师印记
, since this is not true Stealth). Should the target die before the DoT expires, the cooldown is instead reduced by a third.
A neat addition to the Rogue utility kit is the signature ability
灵魂变形
which adds a directional teleport and movement speed increase alongside
抓钩
. This is very flexible mobility that is always nice to have. It is also worth noting that Soulshape lasts indefinitely when you are in rested areas.

As the class ability,
狂热鞭笞
is a very interesting addition to the class toolkit that combines damage with a potent stat buff. When using the ability, it does a moderate amount of instant damage. For the next 12s, whenever you use a finisher, the target will be lashed at again with the damage scaling with the number of combo points spent. For each combo point, you also get a stack on a Haste buff (up to 30). After the 12s are over or your target dies early, the buff will persist your Haste stacks for another 12s. If the target did die early, it also seems to grant 10 stacks for free as compensation for the time lost.
With
暗影之门
, the signature ability is a bit disappointing for Rogues though. While a free teleport with a target circle can be a nice idea, it has a 1.5s cast time that negates some of the benefit. While the ability can be improved with soulbind tree choices, it is not very impressive and does not add that much alongside the movement utility that is already present in the Rogue toolkit.

Nice guide, are there any UI add ons that you would recommend? With needing to make sure the correct Roll the Bones is up, I would rather have them display near my character rather than the top right.

Sorry for the dumb question, the true is I'm new to the game.
About the pull: If I use Marked for Death I'm o longer able to go into Stealth. Am I missing something?

Thank you for writing the guide. For people just learning the class, the rotations section might benefit from the checkbox feature that allows you select which talents you've chosen and which Covenant you've selected. I don't really remember the name of all my talents. By providing the checkboxes, I can fill that out at the beginning and then read all the rotation lines knowing they all apply to me. As it is, I go through the rotation trying to remember if I have that particular ability instead of focusing on the priority/order of abilities I know I have.

When I played rogue in BFA (uldir era only), the general idea with combo points and finishers was to use them if you were at 4 combo points because SS could overcap you. Is that no longer the case? (this assumes no deeper stratagem and broadside) I would imagine we'd at least want to do that when SkullnBones is active since it's a 65% chance to give 2 combo points?
