As stated in this comment, the book in the hand of the skeleton is not the one you use for this quest, even though mousing over it shows it as Beginner's Guide to Dimensional Rifting.

It is related to the 次元进修 achievement. You'll need to purchase and use a 空间漂移新手指南 in order to interact with the book. You can buy this from 维里迪斯·法隆 after reaching Revered with 法罗迪斯宫廷.

This book is at the top of a tower (58.33, 12.29). The portal that takes you to it is at (58.70, 14.14), but I got there by using the Beginner's Guide item. Not sure if the portal is there without it.

The book is not the blue one held by the skeleton. The one you're looking for is between two columns and is dark green. It may not be there, you'll have top wait for it to spawn.

I have been waiting for this for 2 weeks now. But it never spawns for me. Checked several times a day. Also stood there for an hour. Do not know what the problem is. I must just be very unlucky or something.

Got there, and all I saw was a portal and a skeleton holding on to a blue book with a tooltip when hovered over. (Thanks to InvisiBill - see below - I know this isn't the book I'm looking for. So I que'd for Nelth's Lair, and waited. Fast run, and when I got out, it was there. Thanks to Rokondrius, we know its between 2 of the columns, and what it looks like.

The book despawned soon after I clicked on it. I won't be waiting around to see how long the spawn timer is, but I hear its around 20 minutes, sometimes longer. Good luck on the achievement. Its one of the easier ones.

The text of the chapter reads:

"Take heed dear traveler. Many places overwhelmed with Ley Line energy can be deadly to the beginning Dimensional Rifter.

In places like these the sheer number of rifts create instability and the potential for important belongings to be severed from your person.

Take heed and make sure to keep everything with you and you will often find immense rewards"

The blue book "Beginner's Guide to Dimensional Rifting" which is lying there in the hands of a hapless skeleton and confuses many adventurers looking for the chapter "Risks and Rewards" is the same title as the book we use to do the achievement.

Clearly the hapless skeleton is the remains of a fellow adventurer trying to find the same object we are seeking. If you look closely, you'll notice that only half the skeleton is visible. His legs are at the other end of the ley portal, making him a prime example of what the text is referring to.

You can easily reach this with flying at 58.3, 12.3 the tower with the portal and skeleton. Check attached screenshot if you dont see it.

Can confirm that this book appears on days besides Wednesday, for those of you who may be wondering. I got it today (Friday) after picking up Chapter 6. Flew to the tower and Chapter 4 was waiting for me, much to my surprise as I thought they only appeared on their set days. Was my last book too, so that was nice!

I, just this Thursday morning, used the Beginners Guide etc.. to get chapter 3. The last one I needed. I was ported to where chapter 4 is and it was interactable. But then I looked up where 3 was and flew there. of course all the coordinates I looked up were off so I went to the portal your suppose to use that takes you up tp where chapt 3 is. Low and behold, there it was. clickity clack achievement done. I believe there is a crossover time where both the book for the day pops and the one from before is still up. I imagine it might vanish at reset but if anyone needs to get them you can scratch off 2 at a time if your up late... or early. Check comments for the list of locations. Don't be fooled if you see a book at or next to the loc and it won't click. Those are just for show and cant be clicked.

I tried to find this with War Mode on and the green book wasn't there. Flew back to a rest area to turn it off, came back and the book was there. Not sure if that's the trick, but it worked for me.
