Apparently the quest giver for dungeon weekend events (Mythic / Timewalking)
...also some other bonus weekend events. (Apexis, etc.)
How nice... so apparently I invite people saying things such as "For the Horde!" to my garrison as Alliance.
FYI: if you queue to the timewalking dungeon thinking the quest will automatically start; the first dungeon doesn't count. I failed on 2 different charas, but I didn't mind since I love those dungeons.
So it's better to remember to grab the quest from Kazal before joining the dungeon.
Btw DPS queues were terribly long, about 1-2 hours. I suggest teaming with a healer/tank for faster queue, or guild group.
Dungeons offered a nice challenge with good rewards; Don't try pulling more than 2 mob groups at once unless you fully know their strengths & weaknesses + your own. The ilvls I got were around 660-675. Hope this helps.
During the Apexis Crystal bonus weekend. He gives a quest that rewards
x1000. I'm not sure but it seems that it counts previous completed objectives.
Strangely enough, Seer Kazal did not have any quests for me until
I have opened my port

. Probably because that week he was offering the weekend quest

and I didn't have access to Tanaan Jungle where the quest is done.

When does he reset? He's not offering me a quest this week. I assumed he resets on Tuesdays along with raid resets.
I am trying to do the timewalking quest on a toon I used a 100 boost on last week but he is not appearing in Garrison. (Alliance) Anyone else having troubles?
Additionally I cannot pick up timewalking quest from adventurers log. Must have to do something to allow it....but what?
I can't help but wonder if he's at all inspired by the far seer orc hero in WC3, whose name was Kazil. And this was voted down why? It's not that unlikely...
So I started a quest from this guy, on my human pally and as I walked away he says: for the horde! Am I the only one, who sees this as a problem?

in the Broken Isles version of Dalaran. The Level 100 Timewalking quests no longer exist and there is nothing you can do in your garrison (e.g. build a shipyard or a level three barracks) to make them available.
For those Horde with boosted level 110s (and have never done Garrisons) who want this guy for quick transmog runs, he'll show up on the right side of the entrance to your town hall after your garrison reaches level 2. To get your garrison to level 2 follow the wowhead guide
for level 1 for Horde down to Mission Probable. Once you turn that in, Gazlowe will have the quest Bigger is Better. Complete that, and you'll be able to upgrade your garrison to level 2.

Seer Kazal unlock's once you reach garrison tier 2, He will be sitting outside the Town Hall.
He is by your music box in your garrison.
