He is up on a ledge. To get to him start at the ramp at 87.71 50.23 and go up. Right before him you have to jump DOWN a ledge to his area.

For Beast Mastery hunters, who are a bit gimped on these quests: start out killing the mob normally. Once it's down to about 15-20 percent, freeze trap, play dead, and summon your training mount (don't dismiss your pet!). You can then quickly finish it off with your mount-in-training and voila, credit.
Note: it won't work with the play dead glyph.
in case you decide to ignore the localized storm and simply stand in it, there is a chance your mount will dismount you (and you get a "your mount runs away in fear" message)
When this happens you need to re-do the fight with the same mount.
I actually found a better way to get to him instead of starting all the way south. At 83.8 30.0 there is a rock ledge you can climb up. Follow it up to the large overhanging ledge and you will see another ledge with some Windrocs on it. Simply mount jump to that ledge, and follow it all the way to Thundercall.

, since I found the area extremely confusing. There are several ways to get up. This is the route I found to be the easiest - no running through mobs or jumping down ledges.

(in Nagrand). Just before the path begins, the words "Snarlpaw Ledge" will pop up on your screen. The path is a short distance beyond some Highmaul mobs on your right (don't go into this area). At the beginning, the path zig-zags up the hill a few times. After this, there will be a stone bridge part way up - don't cross it, just hug the hill on your left as you go counter-clockwise around it. Thundercall is @
