Ok... when the time comes to specialize yourself in between Elemental, Tribal or Dragonscale leatherworking the player MUST consider his class!
That's so because 97% of the items that you can craft from each specialization are BIND WHEN PICKUP! So... Be sure you can WEAR the items that you're crafting before choosing your specialization!

Thats not true.
Before TBC there were many Elemental LW patterns, and i know them all.
Most of them were BOE, and they still are.
On the other hand, all pre-TBC patterns have had their tags removed be that dragonscale, elemental or tribal. So any Leatherworker can learn ANY pattern that are from the OLD WoW from any of the Master XXX Leatherworkers.
Only exception is TRIBAL, if you previously know Dragonscale or Elemental, you will not be able to TALK to the Tribal trainer unless you have completed some loads of quests where you need to bring in some LW stuff as quest reward. You would then need to unlearn your specialization which cost 100g.
What you need now at specialization is if you want to get the designated patterns for each classes. These can be trained from the Master professions trainers, and give armors designed for specific classes.
Tribal - Druid Resto/Balance
Elemental - Rogue first and foremost, but also good for Cat Druids. No sets for Tank Druids.
Dragonscale - This profession now have separate armorsets for Shamans and Hunters.
The Tribal set give maybe the best healing set for a resto druid before T5 as both the +healing/damage and the +healing can be summarized to give total stats.
Elemental leatherworking have some very nice patterns for rogues with lots of attackpower, although i dont think many rogues would go for it.
THAT SAID.
In TBC there are some few DROP PATTERNS that give BOE items for the different types of LW, be it Tribal, Elemental or Dragonscale.
There are not many of these, and most of them are world extremely rare drops, or drops from Tempest Keep, Mount Hyjal and Black Temple.
Most of the patterns that drops in TBC dont require a specialization.
Thorium Brotherhood.
These have some VERY nice patterns if you get honored or Revered with them. All these patterns used to require different specializations to learn, but that has been removed with TBC. So any LW can learn any LW pattern they sell.
Note that these patterns are pretty hard to obtain, as you will spend a few weeks gathering the stuff to build up the rep.
And dont expect people to pay lots of money for it, as these patterns are Level 60 epixes that might be outrivaled by stuff u can get from rep in TBC from Aldor.
In addition these patterns require mats from Molten Core trash mobs, and these days, not many do MC anymore.

Ok, let's see, how it goes:
you say, that i just simply gotta go ti this girly, who sends me to tanaris to unlearn my previous "specialisation" as i was tribal. But how it goes, when i am there, and i can't read the book,obtained there as a quest item. Well, i cannot read it, and so i cannot respec, I don't know what's wrong with the book, or it's just a bug? please help me, i really want that primalsrtike set on me. :)
A feral druid, who was resto until TBC.
I have to tell you, that tribal leatherworking is the best for resto druids - even in TBC, you can get patterns of items with awesome statts, and you only gotta farm money to get them, couse most of the players, sells them for money, instead of learn them, so go to the AH, and buy it for in a range of 300-1200g dont, worry if you don't have money in the very instant, just go farming, you will find the pattern in the AH still, after 2-3 days farming aswell, and during that time, you can either can do quests, or just killing mobs ( I suggest, to kill demons in legion hold in Shadowmoon; 4mobs means 1 gold, and takes less than 1 min to get 1 gold in your inventory) so farm anyway.
So i was said before, i would like to get some advaice what can i do to retalent my lw?
Pls answer, i will tell more details for money farming as a feral drood/rogue if you help me.

I don't like to be the moron on posts, but is there some alternate way to reach this NPC? i've tried all the ways in BS and thru the peon camp in Redridge. To no avail, Clueless how to get there. Anyone help with starting Coodinates to the path? Or has this NPC been Moved?

I know as of patch 4.0.1 this is no longer availble, but it would really be nice of Blizz to take the "Requires Elemental Leatherworking" to be able to wear the items you can still make like- Blackstorm Leggings

Just submitted a screenshot of the new camp...
...and checked, what happened to all the leatherworking specialization NPCs (Alliance only, don't know Horde trainers from that time):
