Also, NPC's with 2 marked spawn points, such as the

etc. are known to spawn in multiple areas between or around those two points. So the co-ordinates I've listed are more of a point of reference than a place to stationary camp.

Current version: Tends to bug on death => He just stands there with some HP and does neither die nor reset and cannot be looted when he should be dead.
Happens to that NPC far more often than to any other NPC.
After farming this guy for days because his drop is the last I need for the bloody Bigger Bags achievement, I can say with 99% certainity that the respawn time on him is 40-45 minutes.
Edit: Upon even closer examination, make that 30-45 minutes. Seems I missed a few 'early' spawns.
This guy can be soloed as long as you make sure the area has been cleared on mobs first. He is a very tough fight if he has help, even from a couple of Candlekeepers.
As a DK once the area is cleared (you can take out the 2 sets of 2 Candlekeepers near the tree (to the left as you look of where Jakur spawns) & pull him into that space. But make sure the wandering Fire Watcher has been taken out. Then cast Army of the Dead, tag him, hit with a few AOE then move in for some melee dps using Remorseless Winter first & just run though your full set of dps abilities (use Obliterate as often as available). You will take some damage, but provided you keep your health up from time to time there should be no danger of dying.
Must admit that up till now this guy hasn't dropped that much in the way of quality gear, but loads of TC available if you collect them.
He has more HP than most other rares on the island, except for the mega-rares such as Huolon, Cinder, Evermaw, Kark, and the Dread Ship. He scales all the way up to 30-31 million HP. (EDIT: Okay, I guess it's possible that Urdur/Flintlord count scale beyond 30m HP, but how often do you see 10 people attacking them?)
After something in the neighborhood of 200 kills across multiple servers, tonight he finally drops the Warning Sign AND the glyph technique at the same time for me. Talk about hitting the jackpot. The droprate on the Warning Sign is among the worst on the island (1%), and I suggest to anyone just arriving on the island to get as many kills on Osu/Jakur/Zesqua as you can (all 1% drops), perhaps while you are farming your Emperor rep.
The best spot to camp him, and only him, I found to be at
, right at the corner of the tower. You get the vignette for afk camping with e.g.
, but not for
, so no false alarms. (Sometimes
gets pulled in your direction, you can't avoid it then.)
I killed him several times and always tells me that I cant loot.

Being both located in the prime farming spot on the timeless isle and dropping a toy with an extremely low drop chance is a really terrible combination that makes farming this guy one of the worst experiences i've yet had in wow. If you want to kill him, you WILL need to camp him, because he's dying within minutes of spawning to some random reputation farmer.
After finally getting the toy off Champions, I'm moving on to my last rare for the toy. The strategy is almost the same as the Champions and the timer seems to be the same, so the bottom tips are copied and pasted from my previous comment from Champions.
There is one added tip to this and that's bolded down below
If you do this method - kill Jakur and consider your next 30 minutes free to AFK until you need to start paying attention for a respawn.
Shortest respawn timer: 31 minutes
Longest respawn timer: 59 minutes
Majority of respawns felt closer to 45-50 minutes
Tip 1: Preferably use a character with stealth because this is the Timeless Isle and there are plenty of people who want your head on a stick for bloody coins.
Tip 2: I bought a kitchen count up/count down timer to help with the timing of each spawn. I used a timer on my watch as well (phone works just as nice) but I choose these two methods so I could have a quick and easy at-a-glance view of how long it's been since the last kill (this allowed me to step away for a while to walk the dog or get something to eat downstairs)
Tip 3: If you're at your computer and have NPC scan then a good way to gauge how long it's been since your last kill is to buff yourself but only after you kill. For me I'd buff Mark of the Wild and stealth near their spawn point (at the top of the bridge) and the hour buff would give me a clear indication how much time has passed since the last kill.
You have 30 minutes of AFK before the game puts you to character screen, after that the buff timer is ineffective for accurately measuring your kill cycles so I'd go with both stopwatch/phone and buff just because those are the easiest and most readily available to most
Tip 4: Unlike Champion of the Black Flame, Jakur is more annoying to camp for one reason and that is that this spot tends to be bustling with realm hoppers and people farming rep. So staying stealthed can be more of an issue if someone walks over you assuming your AFK (I assume most people gank me for bloody coins). Also, I like quiet because it offers less distractions and I can hear my addons call out the rares easier. So my advice is to swim out to the edge of the map and fatigue starts, mount up, fly up high and fly towards where Jakur would be. If you get dismounted or dismount yourself, use a glider (there's a timeless glider you can purchase with timeless coins) and land on the hill that's at Jakur's back.
On every spawn just tag him and he'll run up to you. Make sure to bring a Loot-a-Rang in case he dies down below for whatever reason (mostly if you don't get aggro on him first and someone else tags). This can be annoying for others and perhaps there is a matter of etiquette here, but getting on the ledge is a legit method and kept me alive while AFK farming this...plus I'm just in it for the toy and I'm not planning on being here forever.
Tip 5: Stay vigilant! There's a reason why you almost never see Jakur when you pass by and that's because it's more crowded on this spot of the island, Jakur doesn't stay alive for long and he dies very, very fast. He despawns about 30-60 seconds after he's killed and looted by all. I can't tell you how many times I missed this kill because I answered the door, or went to get a cup of water or took a bio break. Chances are, if you've waited 45-50 minutes and he hasn't spawned...remain vigil for the last few minutes before doing what you got to do assuming you can postpone what you want to do. So if you don't have a timer and you walk away for literally 2 minutes, you know you missed the kill if you waited over and hour and he's still not respawned. Around 55 minutes is when my fingers get twitchy knowing he'll pop up any second and I have to leave for whatever reason

I've been camping this NPC for a while now on a high-pop server, and the biggest help I've found is the addon SilverDragon. For some reason this addon alerts me up to 20 seconds in advance of the NPCs spawn, which lets me start mash my /target macro in advance.
I'd also suggest un-equipping some gear and use a weak attack to tag him in case there's alot of people camping, so that you won't instakill him and piss off everyone else :)
Ive been trying to get this toy since this was current, i now how near 750 Jakur kills , i come here 4-5 times a week for a few hours still, i use a mob kill count addon...is this possible?
Exact spawn point for me was 53.29, 83.15
