Love the name of this NPC as its a reference to an ancient greek belief.
The ancient Greeks had two words for time, chronos and kairos. While the former refers to chronological or sequential time, the latter signifies a time between, a moment of indeterminate time in which something special happens. What the special something is depends on who is using the word. While chronos is quantitative, kairos has a qualitative nature.
It fits quite nicely with the island in which this NPC shows up, as the regular time (Chronos) is permanently frozen, while the qualitative time (kairos) is in constant motion, and great special events will take place in it, including the pet tournament, the celestial trials, the etching of the legendary cloak and so much more.
All, in the island were time stands still.
For reference, Kairoz is his pseudonym in the form of a high elf. Much like Korialstrasz called himself Krasus, or Chronormu calls herself Chromie. Kairoz's real name is likely Kairodormu or something along those lines.

During Blizzcon today, Tom Chilton accidentally let it slip that Kairoz is the one who helps Garrosh go back in time to Draenor.

While Kairoz does free Garrosh, it's actually all a part of
plan. Kairoz is working with him.

The name of this NPC is not a reference to the city of Cairo (spelled
in several languages) but to the Greek word

Kairoz is voiced by Michael Bell, who also voiced Medivh in Warcraft III: Reign of Chaos. Both characters had likewise attempted to use the Dark Portal and harness the Horde of Draenor to invade Azeroth.

It is my prediction (even without seeing anything reported from Blizzcon) that this NPC is the one directly responsible for Garrosh's escape into time. My tip off was his strange interest in the Seige of Orgrimmar and the fact he seems to want stones to power some kind of hourglass. Since he also sounds similar to a previous voice actor for Medivh this could very well be the latest incarnation of the Sargeras/Medivh character.
Some lore about Kairoz from Christie Golden's new novel, "War Crimes":
She reveals that Kairozdormu was the advisor to Baine, who acted as Garrosh's defender on the Horde side.
Kairoz, along Chromie (acts as advisor to Tyrande as the accuser on Alliance side) use the
Vision of Time
as a tool to present Garrosh's atrocities as they truly transpired to August Celestials, who acted as jury.
It creates a one-way rift in time and only sight and sound may pass through.
So, this plotting dragon contacts Zaela (she's not dead) and grants her some of the infinite dragoflight as mounts; he is also in cahoots with the Black Prince, who captures and ties Chromie up, with help of
When the trial nears its end, Zaela flies and attacks the temple of the white tiger with her clan (that's where the trial was held), and Kairoz, smiling, drops the artifact, which sends him and Garrosh to past Draenor, along with bringing some alternate versions of Horde and Alliance leaders.
And to think we were helping both of them!
The novel had no mention of Kairoz inside SoO raid, or him killing Nozdormu's mate.
He gets killed in the "Hellscream" short story and his corpse can be found in the Time-Lost Glade in Nagrand.
