Team I used was:
(upgraded to rare) - Mainly for the Unholy Ascension seeing as Chi Chi's (*giggles*) tranquility negates most of the initial damage you can produce.
After a couple of successful tries, I have realized that the Nexus Whelpling is unnecessary.

to stack with Unholy ascension and then used mana surge until death.
(although any geode will do) Sent up my Elementium Bolt then used Amplify magic to stack with the other remaining debuffs. Then Feedback until I won.
Chi Chi (*snicker*) hit me with all three of his Fire Quills each time and I never got one single critical attack out of my pets.
Chi-Chi, Hatchling of Chi-Ji
Chi-Chi is a slippery little flyer with incredible defenses. Don’t be lulled into thinking this will be a war of attrition, though; she hits like a truck. She has three abilities: Fire Quills, Ethereal, and Tranquility. Her Fire Quills deals elemental damage but otherwise is your basic speed-based multi-hit like Blades of Wind (i.e she always hits twice, and will probably hit a third), except that she (like all of the celestials) hits really hard. Expect to be killed in 2 (3, max) turns of attacks unless you’re rocking a critter. Her Tranquility is incredibly powerful and will heal through a great deal of damage, so you need to hit her hard, hit her fast, and hit her often. Ethereal is basically Deflection with a different name, meaning she will almost always get a round to recover when she needs one and she’ll often throw a monkey wrench in your “hit her often” plan.
Nexus Whelpling (Mana Surge, Arcane Storm)

Start with Nexus Whelpling.
1) Use Arcane Storm (this makes your Mana Surges hit for extra damage).

1) If Chi-Chi is about to use Ethereal, use Pump (only one time per fight) to increase your damage by 10%
2) Otherwise, spam Focused Beams until she is in killing range.

This was the single toughest fight in the tournament for me, and by a considerable margin. Over 75% of my tourney time this first week was trying to come up with something – anything – that could take her down. Stick with it, don’t get discouraged. Having multiple copies and/or multiple contingency plans is recommended, in case your first strategy fails.
After 6 hours of constant beating this is the team that worked almost flawlessly to me:

If you find Unborn Valkyr hard to find, you can use a Ghostly Skull since the key abilitie is Unholy Ascension.
1. She will
open with Tranqulity, then Quills and then Ethereal. After that, she will
use this priority: Ethereal when off cd > Tranquility when off cd > Quills. Keep this in mind.
2. Open with valkyr, use Doom as your first move and then keep shadow shocking. When Ethereal is 1 round cd use Uholy Ascension. Switch to one of your Wisps.
3. Since now it should be out off cd she will use Ethereal. Use ward as your first move. Then Flash and then Light. Since Light
punches in 2 hits
plus the bonus of unholy ascension, you will be doing absurds amounts of dmg through her elite racials.
4. Keep using your abilities once they get ready and just pass when they are all on cd.
Always Ward or pass when Ethereal is off cd
. When she drops under 50% health you will be faster so its pretty much gg.
Since Ward blocks the next attack against you and being on a 3 round cd, if you time it correctly it will be up while she Ethereal and Tranquility preventing the next Quills at the 3rd round letting your Ward off cd again. Since Flash blinds her for 50% miss, Flash+Ward combo can give you a good amount of rounds untouched. If you time this well, you wont even need your 3rd wisp.
Beat him with 2 pets. Voodoo Figurine, and Giant Sewer Rat. I know it doesn't seem like it would work but let me explain. Since he always starts with Tranquility, I chose to hit him with Wild Magic, since I couldn't do enough burst. After that hit him with Flame Breath once. Keep using Wild Magic (as it will be the determining factor if you kill him or not). Once your Passive goes off, hit him with Rot. This changes him from Flying type to Undead, making Critter damage deal a lot. Bring out the Giant Sewer Rat and just spam Stampede until he is dead! You get the extra damage from both dealing increased damage (due to changing the type) AND from the Wild Magic (which adds 77 damage to every hit). And all thats not to mention the 100% Damage buff you do to him after you hit him once.
My strat for this after a few goes is:
Pet 1: Sprite Darter Hatchling
Moonfire, then Arcane Blast, if you are around 800health use Life Exchange. Then Arcane Blast/Moonfire until dead.
Pet 2: Disgusting Oozling
Corrosion, Expunge, Ooze Touch
Pet 3: Scooter/Snail
Acidic Goo/Ooze Touch/Dive
Note, watch out to make sure you don't waste your big hits when his Ethereal is off cooldown.
The method that worked for me was a team of three
, all using Ooze Touch, Acidic Goo, and Dive.
Three wild-caught ones should be enough to beat Chi-Chi. I literally flew out to Dread Wastes, caught two rares and an uncommon, and rushed to the Tournament. Didn't even have to go to my last Whelk at all, and my second one was only at 2/3rds health.
Probably could've done better if I timed the Dives as well, but I basically just kept up Acidic Goo and spammed Ooze Touch and did alright.

. Since Chi-Chi uses that ability on cooldown thereafter, you will not be able to use Dive each time, but each time you use it during her Ethereal, you save yourself about 500 health from the subsequent quills. Definitely do that.
I killed Chi-Chi with two snails, and had an
as a backup in case Chi-Chi needed to be finished, but he did not see combat.
Note that I tried using
, and got my behind handed to me. It is really important to maintain that debuff.
EDIT: if your two snails can't finish off Chi-Chi (it can happen with some bad rng), use an arcane eye to do the job:

The fight might last longer if you miss a dive or Chi-Chi decides to pop tranquility in round 10, but you have Dive available at round 11 for his next ethereal and your trusty Darkmoon/Arcane eye if things go south. I haven't seen Chi-Chi pop tranquility a second time in the past few months.
If Chi-Chi somehow destroys your team, switch to the Pandaren Water Spirit/Chrominius nuke strategy
. I never had to do that but it's good to have a backup strat.
At this point in time, I'm not sure the howlbomb strat will work that well with the 7.0.3 nerfs. Snails still work, though.
Soloed him with
Nether Faerie Dragon
S/S Breed. Used Arcane Blast, Life Exchange and Cyclone. The good thing about Arcane Blast is that it builds up even if it is dodged and it is strong against Birds. S/S breed makes sure he only uses Fire Quils twice each round after his racial wears off.
First round use Cyclone, followed by Arcane Blast until Chi-ji has used the quils two times. Then use life exchange. Spam Arcane Blast until dead.
I struggle against this pet a lot each week, but both my kills so far involved Infected Squirrel. Pop shrooms on a non-Ethereal turn, Stampede, Corpse Explosion on your last turn. Combined with other useful pets like Snails and 325-Speed Nether Faerie Dragon, you should be able to take this down without overspecializing.
Next week I will probably open with Snail, follow with Infected Squirrel, then finish with Nether Faerie Dragon (Moonlight scores a super-effective hit, probably with 100% bonus damage, and empowers any remaining mushroom turns.)
Though you may wish to use the dragon against Xu-Fu for the 2-turn dodges and benefits from Moonlight.

- change to Feline Familiar ( Prowl->Onyx Bite )
- backup with Coilfang Stalker (Surge of Power )
Emerald Whelpling and Nexus Whelpling hands down best team. Didn't need a 3rd pet.
After failing with a myriad of strategies (some even included in the comments here), I decided to try and be a little more inventive with my approach.
I ended up using
(or any other bunny/rabbit that you fancy, actually, it is important that they have
, though), as a third member you could choose anything you'd like or see fit, I did not even have to use my third pet, though some bad RNG may make it necessary.
Start with the Fetish using
, this pet has no purpose whatsoever of doing damage to Chi-Chi, if that happens, it is a bonus, it is merely used to setup the strategy onward. Keep spamming Wild Magic up to and including the fourth turn (the one right after Chi-Chi's Ethereal ability. Your pet will most likely be dead, be sure to use
on the exact turn that your Fetish will die (from
After the Fetish is dead, bring out the rabbit. Now your action will depend on the turn of the encounter (keep track of that), Chi-Chi will use
every four turns, that means (3-7-11...), wait until she has used it for the first time after your Fetish has died (your rabbit should use
on the same turn) and then have the rabbit use
right after the Ethereal. Since Chi-Chi will be an undead thanks to Rot, and debuffed by Wild Magic + Stampede's double damage, the fight should end right on the second turn of Stampede. I didn't even have to bring out my third pet.
Just like everyone says, Snail is the best pet against Chi-ji. If you have 3 snails, you are guaranteed to win.
I only have 2 snails, one lvl 25 rare and one lvl 23 green. It works beautifully in the beginning and I was pretty sure and I will get her down, but I clicked the wrong set of move and all screwed.
As she was my last pet to finish off before I win the tournament, I didn't want to start all overall. I found another way.
Not so optimal, but definitely doable:
Here are my setup.
1. Oily Slimeling - Almost as skills as other Snail, able to somewhat bring her HP down, the Goozling will die.
2. Bring Nexus Whelpling in, use Arcane Storm, followed by Mana Surge, Nexus will die too shortly too.
3. Bring in any pet that can also do Mana Surge, Mini Mindslayer is a good one.
Found that Chi-Chi is very easy to kill using:
Pet 1: Unborn Val'kyr
Curse of Doom -> Haunt
Pet 2: Alpine Foxling
Dazzling Dance -> Howl -> Flurry -> Flurry
and then Chi-Chi should be dead.
Rare quality on all of my pets so I don't know if lower quality works,
but any rare val'kyr and fox at 25 should work.
Edit: With bad luck you might need a third pet, just grab another fox/foxling,
easy to get to lvl 25 since most are at that range already.
with Nevermore + 2 oozes with Expunge (for instance readily obtainable
) makes quick work out of this one. Nevermore in the 2nd round to lock down the quills and then send in the Oozes to Expunge when Ethereal has just been used. Use a nice DoT in-between and you will be fine.

Hammer, Hammer, Righteous Inspiration - and then watch the fun happen. :)
Rejuv is out, you are at double speed and double damage.
Spirit Spikes - since you are going first they will last for 2 rounds.
He'll hit 1 or 2 times since the first round he is slower - either way dramatically reducing his own hp. 2nd round he will hit 2-3 times - hit back with Spectral Spine.
One powerball and you are faster than him, since he already dropped below 50% at this point.
Finish him off with either the Porcupette or Murkalot.
If you have an Unborn Val'kyr beating Chi-Chi comes very easy. Catch a crimson Geode from deepholm, then:
Turn 1: Start with Val'kyr and use Curse of Doom
Chi-chi will use Tranquility
Turn 2: Use Unholy Ascention, Shift to Crimson Geode
Chi-chi will use Fire quills
Turn 3: Use Elementium Bolt
Chi-chi will turn ethereal and tranquility will wore off
Turn 4: Amplify Magic
Turn 5: Feed back! doom and elementium bolt will hit this turn, dealing a ton fo damage and stunning Chi-chi, so that's a free round for another feedback!

I got lucky. I did ChiChi first with my snail team and he got some ungodly rng and wiped it. Instead of quitting though I went ahead and beat the other three. I went back to him thinking ther ewas no way I'd beat him. I used a disgusting Oozeling, Minfernal and Coilfang Stalker. I used the oozeling and made sure to keep up corrosion and goo then spammed touch. Once the ooze died I brought in Minfernal and immediately used meteor, After it hit I used plating and tehn spammed immolate. he held up enough to get a second meteor out which negated a tranquility. When he died ChiCHi was down to about 500hp so I hit Surge of Power to end it. I was glad I didn't drop the instance after the snail defeat.
Soloed him with a S/S
1. Tornado punch
3. Jab (He lifts off)
5. Goto 1
Three blue-quality level 25 Rapana Whelk snails worked for me. Ended the battle with the third at almost full health. Ooze Touch, Acidic Goo, and Dive were the abilities I used.

How I beat Chi-Chi:
Celestial Tournament: Chi-Chi, Xu-Fu, Yu'la, Zao
This is a way to level a pet as we go along.
1. Pet to level, e.g. Tideskipper (lvl 19) - do 2 moves only e.g. Clobber, then Crush.
2. Then swap to Unborn Valkyr (lvl 25) - do 3 moves: Curse of Doom, Shadow Slash, then Haunt.
3. Swap to Stitched Pup (lvl 25) - important thing is not to Howl if Chi-Chi is going to do Ethereal.
At this point, it should be just nice to do Howl, since Chi-Chi should have just done Ethereal.
After that, Flurry twice, and Chi-Chi should be dead, and your pet to level gets some XP.
The Valkyr may die, but Stitched Pup remains alive at about half health.
Open with Pandaren Water Spirit. Geyser, then Whirlpool. Switch to Fjord Worg Pup. Howl. Switch to Celestial Dragon. Moonfire. All pets live.
After Chi-Chi slaughtered every pet I sent against her, I stumbled on this combination out of sheer desperation. With 90% of my pets dead and only Chi-Chi standing between me and my first Celestial Tournament victory, these two unexpected pets finally took down the Cursed Red Bird of Death. They are not a "super combo" like so many others listed here, but by dumb luck I managed to stack their abilities enough to counter Chi-Chi's cursed Tranquility/Fire Quills/Ethereal combo.
The pets are Lil' K.T. (the Undead Lich) and Tolai Hare.
This first rotation is what succeeded against Chi-Chi. The stacking is rough, but it worked when all other attempts failed so I am listing it.

If both pets are dead by this point and Chi-Chi has managed to stay alive, use your third pet to finish what little health he has left. The comments by other posters are a gold mine of possibilities on what you could use in your third battle slot. However, if like me, you don't have most of the exotic pets listed in the guide, an ordinary critter with Stampede/Scratch abilities should suffice (I purchased Lil' K.T. four years ago on a whim, and the only reason he was leveled to 25 is because for months he was the only Undead pet I had. There is an achievement for leveling a pet from every family to 25, and he was my only Undead candidate at the time). Ended up using 2 foxes and a Zandalari Kneebiter. First fox with dance, howl and flurry after it died uses Kneebiter with black claw and leap, when he died used fox with howl and flurry. Killed it on second flurry.

After unborn dies bring out Wild Crimson Hatchling, If Chi-Chi is about to use Ethereal use deep breath (should hit the turn after shes invulnerable) Otherwise breath, Follow with breath spam until dead, Dragonkin pet bonus should kick in for an extra kick. GG

Finally. I only had 2 snails and one was already used in the tournament so snails was not an option for me. After almost running out of pets, I found a combo that uses swap health, lightning, and whirlwinds to do the trick.

Mini - Amplify, Life exchange (you are near death and he is full health, this swap is key while lightning and cyclone is up), Mana Surge (you die)

Alpine Foxling and foxling kit share the same abilities as The Fjord Worg pup.
As I exhausted tons of pets on this the "EASIEST" battle of the tourney. I got to my Hyjal wisp 211 I had the nordrassil wisp 211 and shimmering wyrmling 111 they died and had me convinced i was screwed and i was gonna have to restart the tourney. Down to nothing but the Hyjal Wisp I just went all rage smash buttons on him and IDK if it was luck, if he felt my rage, or what but that tranquility lovin bird died! I KILLED HIM! YEAH DIE! /end rant moving right along to Yu'la my last battle omg I hope I didn't kill what i need for him. /sigh. So if your in desperation like I just was give him a chance he might suprise you as he just suprised me.
Just soloed Chi-Chi with Trunks, using only Moonfire, then When Elekks Fly. I only tried once and won, with a little health left, so it may be rng-ish, but I never brought out my back-line pets, so it should be reliable enough to finish him off if Trunks dies.
Just started the tournament for my last coin to get the last pet....got to chi chi, pulled out my pandaren water spirit.........NOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOOO....Blizz have removed whirlpool and replaced it with dive........................................................well poo... They clearly don't like a legendary pet getting slapped silly with 4 moves.
One test with Unborn Valkyr (x/2/x), Pandaren Water Spirit (x/x/1) and Chrominius (x/1/2) didn't work well:
1. Curse of Doom (624 Undead damage)
2. Switch to Pandaren Water Spirit
3. Whirlpool (420 Aquatic damage)
4. Switch to Chrominius
6. Surge of Power (740 Magic damage)
Howl and reduced damage taken negate each other.
Numerical experiment with Unholy Ascnesion:
The damage might be even lower due to use of Ethereal.
Using Geyser instead of Whirlpool:
Curse of Doom probably doesn't get Howl, the damage seems to be even more spread, so more chances for Ethereal/Tranquility.
Chi Chi has been changed somehow as of this week. My two snail team can't beat her anymore.

Like so many others I was struggling to kill Chi-Chi. I tried snails and somehow blew it. I tried many other battle pet teams suggested here. Chi-chi decimated my pet stable. So, like others have done before me, I started throwing everything I had left at her without much rhyme or reason behind it, hoping against hope to finish the Celestial Tournament after spending hours trying to wring the neck of this last stubborn bird. Whether the strat I'm about to present will work ever again for anyone else is questionable but I did finally kill Chi-Chi. Here is how I did it.

Chi-Chi went Ethereal and I switched to the Terrible Turnip.
Terrible Turnip cast Sunlight followed by Leech Seed, then Weakening Blow until Chi-Chi killed him.
I brought Abyssius back in, cast Volcano again, maybe Flamethrower once more before he died.
Now it was all up to Widget.
Widget cast Call Darkness followed by Spectral Strike, then Pounce until either Call Darkness or Spectral Strike was ready again.
I just cast whatever was ready not really trying to dodge attacks or make the most of Ethereal.
Widget hung in there, dodging several attacks, resurrecting after dying, and was the last cat standing.
So, it's a sloppy strat, an "I'm at the end of my wits" strat, a "throw everything but the kitchen sink at that bird" strat, but it did work for me. Maybe someone can fine tune it into something reliable for when the snails fail.
I happened upon this team as a last ditch effort, and so far it has worked marvelously for the past two weeks.
2) Rain Dance
3) Switch pet to Marsh Fiddler
1) Swarm (or stampede) til dead
1) Arcane Explosion to lower health a bit more OR
1 or 2) Surge of Power if under 740 health (must be with the stampede buff)
*Have not tested viability of pet without Rain Dance, but believe it should work nonetheless. Other pets that should work are Pandaren Water Spirit, Tideskipper, Gahz-rooki or Water Waveling.
**Looking for the 2 round damage buff typically granted by a stampede. Any pet with a 3 round stampede or swarm ability with 124+ dmg should work.
***Other pets that should work are Eldritch Manafiend, Erudite Manafiend, Lil' Tarecgosa, Emmigosa (with Arcane Storm), Azure Whelpling, etc.

I use Corefire Imp 2/1/2 and 1 snail 1/1/1
Turn 1 Immolation
Turn 2 Wild Magic
Turn 3 Swap to your snail
Turn 4 Acidic Goo
Turn 5 Ooze Touch
Turn 6 Ooze Touch
Turns 7+8 Dive
Easy win :)
A snail will almost solo her
T1 do whatever (not dive)
T2 acidic goo
T4 acidic goo
then just ooze touch
for your other pets you can have another snail, or whatever does huge magic damage (chrominius, mini mindslayer.)
count the cooldown on her avoidance, time your chrominius accordingly.
Just managed to beat Chi-Chi today, after losing several rounds and way too many good pets. Final team was:
Netherspace Abyssal (1-2-1)
Disgusting Oozling (1-1-1)
Nexus Whelpling (1-2-2)
Opened with Meteor Strike to avoid some damage early. Got off a single Crush, then followed with Explode.
Oozling was next and opened with Expunge. Tried Corrosion next but it was dodged. Ooze Touched until death which left Chi-Chi pretty low.
Nexus Whelpling opened with Arcane Storm, into Mana Surge. First round of it missed, but the second round won the match.

after failing all of the above strategies and was going for one last HAIL MARY i threw together 3 magic
Eldritch Manafiend 1,2,1
honestly abyssius got wrecked but was able to knock down about 400 health. started with flame thrower, meteor strikex2 turn, immolation til dead...Manafiend got owned as well . poor timing on the arcane storm, it hit his block then i used surge of power and arcane blast until manafiend died. lastly mindslayer i used amplify magic, didnt use life exchange because chi-chi was at 900, used manasurge and chi-chi died on last round of the 3.
Personally i think it was the wow gods seeing how much i struggled with all the above strategies and just gave me a win. either way. i now have 2 celestial pets :)
Got fed up and went old school. And I was out of pets so won the fights with
Lvl 23 Roach. I used apocalypse and swapped out for two undead that streached the fight out. Bone Serpent and Eye of Legion. They dps with whatever and he takes enough damage after apocalypse hits that the Roach one shots him. It kinda pissed me off
I did that with:

Be sure you switch pet when the bird use his dodge skill
Acide , touch , switch pet
Flash, light, switch pet ,
The most reliable team I have found - order of the team doesn't matter
Fragment of Anger: Enrage, Soulrush, Spirfire Bolt - use enrage and soulrush when up, spitfire bolt to fill until dead
Fragment of Desire: Reflective Shield, Soulrush, Spitfire Bolt- Shield and soulrush when up, spitfire to fill until dead
Fragment of Suffering: Agony, Soulrush, Arcane blast or spitfire: Agony , soulrush, fill - This one always ends at almost full health
Giant Woodworm can solo this with 1/2/1, skitter/barkskin/unstable shield. Chi-chi wrecks himself on unstable shield and barkskin plus dampened damage due to being a critter makes his quills very weak.
