You can find this guy by finding
literally. The ship event takes its place on the shipwreck directly to the south of the frog area (Croaking Hollow).
Coords for the shipwreck: 61.1 - 88.1
If you happen to find Cpt. Zvezdan on the wreckage that means the event is available and you can join to his ghost crew to clear the ship from waves of undead attackers until their leader,

Also, NPC's with 2 marked spawn points, such as the
Great Turtle Furyshell, Monstrous Spineclaw, Bufo, Python
etc. are known to spawn in multiple areas between or around those two points. So the co-ordinates I've listed are more of a point of reference than a place to stationary camp.

Respawn time seems to be a bit over an hour most of the time. Been camping the spot for a while now and timing it.
1h 9mins approx. respawntime.
Edit: Today longest spawntime I had was 1h 46 mins and 1h 54 mins. It seems it can vary and not sure if it's related to something else.
Very puzzling. I saw Zvezdan, spoke to him, was transmorged to a skeleton, fought ghouls and died. During the run-back, my guildie says she helped kill Rattleskew. When I got back to the sunken ship Zvezdan was still alive. I spoke to him, but nothing happened. Then Rattleskew appeared again, and once again we killed him. This time Zvezdan immediately disappeared. Did he wait for me since I started the fight? Or is this how he always behaves?
WOW, Blizzard really does need to shorten the respawn timer on Rattlskew, this 1-2 hr respawn timer is for the birds. You never know when to sit for Rattleskew and when you get tired of waiting and pop off that certain toon to another toon, that is when Raatleskew sometimes pops. Com'on, Blizzard please do something w/ Rattleskew.
The reason why I am saying something now about the respawn timer is that my monk, Mastashifu is an Inscriptor and Rattleskew is the only one that drops the Technique: Glyph of Skeleton, and w/ a 0.8 drop rate, this 1-2hr respawn timer is for the birds, am i right or wrong. COM'ON BLIZZARD!

No one has mentioned that this happens Underwater. Was annoying the hell out of me for a few days. Hope this helps :)
Just kill the mobs until he appears, oh, I also talked to the captain and drank the grog, but don't know that either action helps . pretty easy fight once you know .
Rattleskew is the rare that spawns after the Battle of the Barnacle on the south side of the timeless isle.
It's a more annoying than average rare since not only does it take place in a quite remote place, the rare itself has low HP and the respawn timer is slower than for other rares.
From anecdotal evidence it's likely to be random between 1 and 2 hours (and not 30 minutes and 1 hour like most rares), some sources claim the upper limit to be even longer.
DK can mess about with spawning this guy.
If a Death Knight uses

Because i wanted the Rattleskew kill I dismissed & killed it, so ive got no idea what happens if the DK leaves the area or logs off with one of them controled.

Has anyone else had a problem with this kill not showing up for the achievement? I killed him a week or two ago and it still says I need him.
Killed waves for about an hour and fifteen (ok, maybe four waves) until a whorde hunter one-shotted Rattleskew and I got no credit-loot. Thanks Blizz.
Funny fact- his yell at the beginning of the fight is very similar to the yell of Scholomace Boss
- they're both named Rattle-something and they both call their name when taunted.

I've killed Rattleskew two times now (in the past 30 minutes) and both times iv been unable to loot him. On the second try i didn't loot the first waves of mobs, so when i killed him i'd be able to loot either way, but still no joy.
