There is either a chain quest to open this vendor or you have to be level 90. Swam there as an 87 and just a bunch of lvl 90 alliance and horde NPC's fighting there.

On the 5.4 PTR the prices for everything but the rings (and the iLvl458 trinkets which have always cost Justice Points) are incorrect. These items still cost Valor Points, and the amount of Valor needed to purchase them has been set back to their pre-5.2 amounts.

According to the 5.4 patch notes, all items bought with Valor that were introduced in patch 5.1 or prior are to cost Justice Points in 5.4.

edit: the prices for the gear have now been fixed and cost Justice Points like they should.
