Note that the NPC is on top of the Great Wall of Pandaria.
How I get there, lvl 88 Horde:
From Grassy Cline in the Valley of the Four Winds, climb the Veiled Stair and run through the Ancient Passage to get to Binan Village.
Follow the southern border of Kun-Lai Summit to Shado-Pan Fallback.
Once there, right click on the door and a Pandarian will tell you to come inside and talk.
Turns out he doesn't have anything useful to say (yet, must be part of a chain), so go upstairs and start running south along the wall. Note: Setting your hearth is a good idea,
There are level 90 aggressive mobs, but they shouldn't be too much of a pain. The last structure along the wall, just NE of this vendor, you must carefully trek around the rim of the building, then jump. I took about 11k fall damage in cat form.
This vendor can be quite handy. Especially when you dinged lvl90 and want to switch to another spec. This will help you get at least some needed pieces while you probably got couple from your dungeons as offspec (but not by ninja-ing!). Depends much on your gear though.
However, while crafting (Leatherworking, Blacksmithing, Tailoring) some pandarian 384 "green" gear you have a good chance to craft 415 "blue" item which require only 85 level to use them. I went this way on couple of alts.
This NPC is a sweet reference to the "He-man and Masters of the Universe" character Man-At-Arms.
This is one of the new gear vendors that are spread all across Pandaria that sell complete sets of green gear. Great to start an off-spec, or fill in that one missing slot in your main set.

* All vendors have gear for all specs + slots
* Though they only sell 1 ring/trinket these are NOT UNIQUE, so you can simply wear two at once!

If you discarded quest rewards from Kun Lai, Townlong Steppes, or Dread Wastes, this NPC sells sets with the same pattern, but different colors:
Swampwalker Regalia (Recolor)
Stormscale Set (Recolor)
sells the same items and you can reach him a lot easier.
Does anyone know if you can use these as transmog sets?
To answer my own question, yes you can. Yay cheap and easy transmog set!
Take note that this gear is all Bind on Pickup so you have to buy it on the character who you intend to use it on.
I just bought an entire set for an alt on my main before realizing that it is all BoP... doh!
