Find him on the lowest level, (not floor 1) it's outdoors kinda with pillars below the main building. Anyway, he's at the back.

if you are still having trouble finding him after you have read chuffy's statement you can stand in the blue circle in the main building type "/tar elder liao" (without the quotes) then right click on his picture and select "target marker icon" and select an icon from there. This will put an icon over his head and you can fly directly underneath where you are standing and look for the icon you selected over his head.
He is outside on the bottom level where the wishing well is, it's outside at 62.03 20.60. Same place you get all the quests. If your on the level where the flight master is your too high.
I haven't been to Elder Liao all week and I have a couple hundred of the lesser charms. He has a chat bubble to ask him what is this place. But he won't convert any of my lesser charms. Is this guy buggy for anyone else?
Note that if you still have his elder charm quest in your questlog he won't have the mogu rune quest available for you. Just delete the old quest and the new version will become available.

If you're trying to find
Elder Charm of Good Fortune
(the extra roll coin for 5.0 and 5.1 content), Elder Liao no longer exchanges for them (he only does Mogu Runes of Fate for the latest content (Throne of Thunder at this time).
So, now you quest and do dailies on the Isle of Thunder, and you'll get these coins.

Do your dailies, buy up your Mogu Runes of Fate from Elder Liao, go to the Isle and kill stuff, get many bags of gold and maybe some epics... Enjoy!
I feel like they missed a great Hunger Games reference here, with odds being in someone's favor, etc.
There is also an alliance npc Elder Lin (Charm Maker), lower level of the Shrine of the Seven Stars
Both Elder Liao & his alliance equivalent,
, are killable.
They're both easily accessible and have minimal hp (e.g. a well geared DPS DK can res next to them while surrounded by enemies & still kill them before
runs out). And they're both on quite a long respawn timer (at least 15 minutes, I think it's more like 20-30 minutes).
Quite a lot of guards spawn fairly rapidly, but not rapidly enough to prevent you finishing the Elder off.

As of 4/29/14 server restarts, Elder Lao (and presumably Elder Lin) now have 19.6m HP, putting an end to the Tuesday festivities. Additionally and rather pointlessly, they have a more rapid spawn timer.
There aren't many more things left for blizzard to do now to complete their ideal sterile and completely synthetic pvp environment.
I don't know if it's a bug or a new feature, but you can turn this quest in multiple times now. I just got 9 seals off of him. It works on the alliance person too.
