To open the dailies for The Golden Lotus you must first do a small quest chain at Temple of the White Tiger in Kun-Lai Summit. Then continue to A Witness to History and then you will start some of the quests with them. Enjoy!

He is walking around the steps of the palace at the Shrine of Seven Stars in the Vale of Eternal Blossoms
He is located in the Vale of Eternal Blossom, at the bottom of the steps to the Mogu'shan Palace, in the middle of the lake.
The reputation required to purchase rings is now Honored, down from Revered.
Patch 5.0.5 Hotfixes - October 2
The reputation requirement to purchase certain pieces of Mists of Pandaria Valor Point gear have been reduced from Revered to Honored. These include:
Klaxxi - neck items
Golden Lotus - rings
Shado-Pan - cloaks
August Celestials - bracers
WoWhead doesn't reflect this yet obviously.
don't get in a hurry like i did it's easy to miss the trail on the left and right side of the shrine that surrounds the lake.
*note sub 90: you do not have to fly to him.
How in the world do you get to this guy? Can someone
please post coords
to find the way up there? Because I have rode all around that map and cannot see any possible way to get into the center of the palace to get to this guy, or do I have to be able to fly to reach him?
I am almost level 90 now, probably tomorrow, but I thought I had to talk to this guy before I could learn to fly there....
How in the world do you get to this guy? Take the path from Shrine of Two Moons or Golden Pagoda toward Shrine of Seven Stars. Now continue on that path leading from Shrine of Seven Stars toward the SE Entrance side of Mogushan Palace. Go UP the stairs leading into the interior of the Palace and turn left to go down the stairs leading to the Quartermaster.
"Next one is on me", my ass! He clearly charges me the full amount every time.
Important to note, if you can't find the entrance to this guy without flying, that he is accessible by entering the doorway near the meeting stone. This won't take you into the instance (as I feared), but instead it takes you to an open area outside the instance where the QuarterMaster (Juluu) hangs out.
I spent 15 minutes running around, afraid to enter past the meeting stone to Mogushan Palace. Don't make my mistake.
To get to him without flying, there is a doorway by the stone @ 82.41
This screenshot made me laugh, likely cuz it's late and I'm overtired, but it looks like he's winking at you while pointing with both paws to his junk. Classy bear.
To be more specific than some of the other comments....
If you don't have flying, you get to him easily by crossing the bridge over the stream to the east of the palace; look for it on the map. Then you follow the path into the palace, go up some flights of stairs, then eventually you'll hit another long staircase going down, on your left, and that's where he is.
Can anyone verify whether or not you must still gain Golden Lotus rep to get access to those recipes? It is nearly impossible to max LW without any of those recipes. Enchantment, JC, Inscription and Engineering can all be leveled without access to that valley and without rep-grinding for any faction. I leveled 3 of those on toons UNDER level 85, before sendign them into Pandaria.
It seems like there ought to be a way to do LW also without rep-grinding.
Since central and eastern part of the vale is now mainly destroyed, this NPC has moved (and duplicated himself) at each capital shrine.
The alliance one can be found at ground level, on the outside, between August Celestial Quartermaster and the Shado-Pan Ambassador.
That "Generous" should be changed into Greedy. Jaluu the Greedy.
As of 5.4, for Horde folks, he's now in the lower level of The Shrine of Two Moons. Near Weng the Merciful, at 63,22
As of Patch 5.4, for Alliance Folks, Jaluu the Generous Has Been Moved to the Lower Level of the Shrine of the Seven Stars. Right Next to Xari the Kind on Bench. (The "Cubby Hole" Next to Sage Whiteheart the August Celestials Quartermaster)
He's now in the Shrines with the other QMs.
With patch 5.4 this NPC can be found downstaires of Shrine of Two Moons near Weng The Merciful
He has now moved to the bottom floor of Shrine of Two Moons. I believe he is in the cubbie next to the August Celestials daily NPC.
I looked all over for this guy, for Horde he has moved in patch 5.4.0 to 63 22 Shrine Of Two Moons under the Golden Terrace.
If you can't find him (patch 5.4), he is in the Summer Terrace in the Shrine of Seven Stars (Alliance) standing by Golden Lotus representative.
As of patch 5.4,

felt a bit crowded at the pools so he moved to the Shrine of Two Moons (H) or Shrine of Seven Stars (A) on the lower level.
Well he's not there after the Siege 5.4 went live it seams that this The Golden Lotus Quartermaster is missing...
Where did he go or who replaced him and where are they?
for Alliance guys he's now in the lower floor of shrine of the seven stars.
so where is Jaluu now? there is just a black hole where he should be.
He is not located in the bottom of the city
He is down by the the quest giver
Jaluu the Generous is, as of 5.4.2, located below the terrace of the Shrine of Seven Stars just to the left of Xari the Kind.

Spent more time looking for this bugger post 5.4 than I'd like to admit.
for Horde, trying to find him, he is at approx 63,22, under the Golden Terrace - he's sort of hiding behind a bush, so look for Weng the Merciful & Jaluu is just to the left, as you look at Weng.
As latest patch 8.3, you need to talk to Zidormi and ask "Can you show me what the Vale was like before the Black Empire assault?" After that you'll find quartermaster at the lower level of you factions base.
As of patch 8.3.0, I was only able to find Jaluu the Generous by speaking with Zidormi at (81.24,29.14) and asking her to "show me what the Vale was like before the Black Empire assault".
With 8.3 patch, if you see the black empire assults, you will need to talk to Zidormi to get the Vale back to old times to see Jaluu.
If you have trouble finding the npc in the current patch 8.3 i need to remind you that you have to change the time to the past,
the new assaults made this npc disappear so you need to come back in time to see vale how it was before to find him.
To come back in time you need to talk to the highlighted npc 81.29 and then you will be able to find Jaluu in the original location 63.22
In BfA, to see him, you need to talk to Zidormi and go back to a time before the Black Dragon flight arrived.
Cant find this jaluu guy on my 39 warlock, nor can I find the zidormi, none exists.....
If you've searched up this guy you're *probably* wondering where he's located, same as me! I literally got so frustrated I even sent a ticket to Blizz not even an hour ago, lol. But don't you fret!
As of today, 11/21/2020 he is under the Shrine of the Seven Stars at (approximately) 84.62, NO ZIDORMI NEEDED!
I hope this helped all of you searching for him! I dug all through the WoWHead comments and YouTube videos on this guy and found nada.
Would be nice if they wouldn't put an NPC named "Jalu Hsu" direcly above "Jaluu the Generous". FFS.
Talk to Zidormi. There isn't other way.
