Keep in mind that this particular rare NPC is Phased.
Took me like 15 minutes to figure out it's location after endlessly Mind Visioning and scanning the whole side of the map!
Soloable as a frost mage with greens. Just make sure you have some room for kitting and you'll be fine.

All Mogu Sorcerers use the same set of mechanics.
Dark Bolt is a simple ranged attack, ala wanding. Nothing to be done about this.
Shadow Bolt is exactly what it sounds like. It can be interrupted and although it's not a particularly strong attack, there's nothing else to be interrupted anyway.
Voidcloud creates a persistent purple AoE zone centered on your location when the spell finishes. This zone will deal heavy damage if you do not move out of it quickly, so try to be moving already when the cast is ending and place it in an area you can stay out of. Voidclouds last long enough that you may have 2 or 3 up at the same time. The spell can be delayed by stunning the Mogu, but he will resume casting it once the stun wears off.
Kang the Soul Thief is a rare mop from Mop, located in the Vale of Eternal Blossoms.
Kang does have a different phase, the only way to see him is to be honored with the Golden Lotus.
He does have 2 adds near-by with multiple adds scrolling the area.

Its not possible to determine which mob the shard came from, but since the drop rate is so low its easily possible that it just hadn't been uploaded before, since kills on him are less common than the surrounding mobs anyway.

Hmm, I can see Kang and I'm neutral with the Golden Lotus so I don't think that is true. I believe you just have to have unlocked those dailies as Ai-Ran is similar.
Tactics specific for Kang:
Clear the surrounding/patrolling enemies
. You'll want to start with the patrol of two mobs that walk in front of Kang, then kill the two ads on his right-hand, and then go for the one on his left-hand side last. You can pull all of these mobs as long as you don't pull them past him. Otherwise, Kang will aggro, and you'll die or have to run away to force a leash reset.
The caster mobs are particularly deadly because they have a spell that will slow you to a crawl, and in conjunction with Kang's void zones, you'll die almost instantly
: Start by pulling Kang to the bottom edge of his hill, and work your way from his 5 o'clock starting position, up and around the hill. Only move as necessary to avoid the void zones, and try to keep them close together so you have room to move if you need it. The zones are persistent, and won't go away for several minutes, so
it's important not to trap yourself
: Start the fight by using your short-duration defensive and offensive cooldowns. This fight took me close to 4-5 minutes as an elemental shaman soloing him, so I was able to use both of my elemental totems. Don't let yourself drop below 20% health if you can help it, because getting caught by a void zone will likely kill you.
: His bolts aren't particularly harmful, but if you can interrupt them, do so if it won't hurt your DPS rotation or chance to get a heal off. If you have stuns or knockbacks, use those as he begins casting the void zones. I found it useful to use my healing spells immediately following a stun/knockback as it gave me time to cast without taking spell knockback.
: Your priority is to stay alive, but also to finish him quickly. That being said, if the additional mobs start to respawn before your fight is over, kill the adds first. This goes especially for the caster mobs due to their slow effects.
Consider putting a focus frame on Kang at the start of the fight so that you can pay attention to when he's casting void zones and hopefully move/interrupt them if you have another mob in your face.
Unconfirmed, but according to several people on my realm (Frostmourne US), this rare is phased until you become Revered with the Golden Lotus faction. Something to do with Golden Lotus quests (I'm not up to them yet).
NPC scan will not pick it up until revered, and being in a group with someone who has tagged/ or can see it does NOT give you credit for the kill.
I was Neutral with Golden Lotus and couldnt see it, but the 2 guys I was grouped with were revered/exalted and could see it.
The easiest way to I've found to do this as a hunter is to clear the two mobs that are on the ground below the hill to the southwest. Then kill the westernmost add on the hill itself. Then, CC the two nearest mobs with with Wyvern Sting and Ice Trap, put the pet on passive until you pull him down off the hill to the area you cleared. Have the pet attack, keep healing on it, and burn him. He should die before either of the two nasties below the hill respawn, and his little buddies on the hill will be none the wiser when they wake up/respawn.
Even when you are phased and cannot see him if a member of your party kills him you still get credit and loot!
There is a Shado-Pan Scout located nearby that can help with the fight (coordinates 10.84,31.50)

For anyone that wants the item but is phased fear not for the rare mobs are able to be kited all the way to your respective shrine. It also makes for an interesting show seeing them kill all the noobs and afk people :)
I soloed him as a lvl 90 arcane mage w/ilvl 453

Someone posted that they were not able to see him till revered w/Golden Lotus, I was at Friendly w/Golden Lotus when I found and killed him.
I was also able to kill him
clearing any mobs around him except for the mobs that spawned on top of the
. Using a ranged attack you can pull him without pulling the other mobs, I used Arcane Blast, and ran to the scout. You don't really have to kite him, just drop the void clouds
from you. Everytime he was about to drop a Void Cloud I made sure he dropped it on the scout for some reason that helped to keep aggro on the scout and it stopped him from casting shadow bolts and dropping anymore void clouds on me. And personally he should've dropped an epic for being a lvl 91 rare instead of a lvl 85 cloak >,< GG blizz GG
For anyone trying this it is a lot easier if you pull him down to the plain (keep in mind you have still have to clear the patrols and mobs around him and two Shao-Tien Fists that go down there) this is a lot easier since you have more space to move and if you can't kill him before the adds respawn you don't have to deal with any casters.
This mob (perhaps because he is phased?) Gave me NO reputation with the Black Prince, like other mogu mobs do. Most rares give a considerable amount of reputation compared to other mobs, but this one granted me none. Please confirm.

Alright, since no definitive answer has been posted yet, let me attempt to clear up the phasing issue:
Kang and all surrounding adds became visible as soon as I completed the Remember to Close the Door stage of

He has a 30 minute re-spawn timer located at 14/35
If he is phased by rep it is not past friendly. He is NOT phased by questing.
Just took a 90 ele shaman made via boost flying a 29 warrior to kill him, he spawned, and both could see him. Both toons had friendly from farming other rare spawns and assorted trash around rare spawns. Neither had completed a single quest in the zone, the shaman had only completed quests on timeless isle for free epics. This leads me to seriously doubt he is phased at all.
Killed a single mob just north of his spawn near a high hill and pulled, he came with two adds, dropped them before he closed the ground thanks to earthbind. Pretty standard fight, shear the shadow bolt cause its all hes got, knockbacked the void cast just before it went off>heal>heal>move> drop earth elemental, let him tank while you spank. rinse and repeat as necessary.
The only thing you have to worry about is his void, its easily evaded so long as you kill the adds fast or kite way from them.
