It is not accurate to say this NPC is on the first level. The first level is ground level, where Garrosh is. This NPC is on the TOP level (along with all the quartermasters) across a bridge from the north.
I just spent a lot of time with the NPC targeted running around on the first level, wondering if I was nuts for not being able to find it.
Requires level 85 to buy any of the items to my great disappointment :(
It should be noted that at the time of this post this NPC does not sell a consumable crafting orb. However, this NPC does sell a variety of BoE items, which could be sold on the AH or traded to one of your alts.

The biggest dilemma in leveling in Cataclysm is that those players that save up 4,000 Justice Points(JP) pre-release will find themselves over the cap immediately due to the fact that none of the Cataclysm Justice Point items can be purchased before achieving the level of 85. For most classes, even after achieving 85, they will find that these items are inferior to the drops from heroic 5 mans.
If you plan to instance grind in Cataclysm from 80-85, blow all your justice points at level 80. Preferrably gear even if it is an extremely small upgrade. If your gear is superior to that of the Dalaran Frost vendor, blow the points on Primordial Saronite. Doing this will made it easier to instance grind and quest, as well as prevent you from capping off your points before you hit 85 and can actually spend them.
I cannot possibly believe that the JP cap will remain at 4000 after Cata drops. I recall reading a blue post that called the 4000 point cap a 'soft cap', which I imagine means that the cap will increase at some point in the future. Even if I'm mistaken in my reading of that, I can't imagine that the cap will remain at a level below 2x the highest priced items. It's also possible that some additional items (including hopefully chaos orbs) will become available at or shortly after the release of Cata. Trading JP for level 80 gear or Primordial Saronite which is of equally little value seems pretty foolish. Even without any direct evidence that I won't be at the JP cap until lvl 85, I'd rather take the chance of bringing my 4000 points into Cata than spending them on something that'll be obsolete a couple of days into Cata or a little bit of gold.
Want leather pants with spirit? Too bad.
No two-handers or am I just blind? This makes my Death Knight a very very sad panda...
Several notes :
1. You can only purchase items for your own class. She doesn't offer anything for other classes (those other class tokens can only be sold as junk).
2. You should be able to use the tokens to purchase the item.
3. Most items are purchasable with Gold rather than tokens.
4. This is for all Quartermasters selling past or old Legacy or Justice items.
