He will be created in phase 3 of the dailies on Sunwell Isle. Presumably, from comments on the WoW Forums, a Community Manager mentioned items of BT quality being purchased with "badges". He was unspecific to being badges of justice, or sunwell tokens. When phase 3 is near completion and this vendor appears, we will know the truth!

Why is it that some of the raiders are complaining about this? With this patch, comes Kil'jaeden and probably Tier 7 equivalent gear. Even with the badge gear being released, which I can agree, is a little overpowered, the raiders will still benefit from being the only people with T7 gear. So please, stop whining. The only bad thing about this in my opinion is that it gives people less of a reason to try and see end game content. I don't want to see end game for bragging rights, but to see it. I love the lore of the game, and it means a lot when I down someone like Archimonde or Illidan. Screw gear. If you want to complain, then quit PLAYING! Go play LotR.

I'm in a guild that will never be able to do a 25 man raid. We are just not a hard core raider guild. We are trying Kara and getting better every time we do it. It's fun because guild mates are getting new equipment every time we go.
Getting those new badge items will open more of the game. But will it be at the cost of skipping content? Chances are it will and allow my guild to skip the 25 man raids. Is skipping content fun? Hard to say... I'll never get a chance to find out...
new tier7 means s2 for honor?
Well if you are "casual hardcore" you can still stock up on these badges faster than someone who is purely "casual", i.e. if you are someone who doesn't do the endgame raids but who does do a lot of heroics, kara, ZA, SSC/TK etc. So overall it will still be more of a help to those who put in more time and effort - as it should be. That should help out the mid-level raiding guilds who have more dedicated players.
And to those who are hating on blizzard and all the casual(ish) players who will now have access to great gear - please, save your time complaining and go read up on the Sunwell Plateau bosses. If you can beat them then you will have proven your point and you will have the best gear anyway, so you should have nothing to complain about. If you can't beat them then perhaps you should stop feeling so smug and superior. It has also been noted that most of the new badge rewards are subtly mis-itemized to make them marginally inferior to actual raid drops and t6, though still comparable. This patch is a godsend for people in mid-level raiding guilds who have maxed out what they can get for upgrades. If you are red in the face over the badge rewards, they probably weren't meant for you in the first place.
On a side note, I personally am extremely grateful that Blizzard has chosen to put more emphasis on badges as it provides a much more reliable and consistent way of getting upgrades, especially if you play a class/spec that isn't the most common (non-resto druid, retribution paladin, elemental shaman etc etc) and therefore tends to be neglected in the loot tables of most raid bosses. Works a lot better (for me at least) than just waiting for the right boss to drop the right loot and hoping you have the dkp/roll for it, and getting nothing whatsoever from most bosses. It has also allowed those classes to prove that when given a set of gear that is equal to what drops in raids for the more traditional raiding specs, that they can be raid viable and can sometimes exceed the traditional specs.
I can't speak for everyone but I like that the different specs are becoming more balanced and more raid viable, it isn't like vanilla wow where in endgame if you were a druid you healed, period, if you were a warrior you tanked, period, etc. etc. Every different spec brings some raid utility and a group made up of 25 players is so complex that no amount of theorycrafting will ever tell us what combination actually works best, if there even is one. The only way to find out for sure is to have raids that actually bring in ret paladins, moonkins, fury warriors and the like, and the only way to bring them in is to make it possible to gear up all of those specs.
Dang ppl, quit qqing, the new content is coming wether any of us want it to or not. Just be quiet, and go farm some badges so you wont be one of the ppl whining when the patch comes out that you dont have enough to get ur new gear.
I was one of the end game raiders that originally fought with the argument that this rewards medicore players with endgame quality loot for little effort in comparison. I still am from the school that the gear is actually a little high in level for badges, but then i sort of thought about this:
The badge rewards are a few choice, high quality staple pieces for many classes, and are solid items for offspec classes or key items for specific classes.
Allowing some casual/non-raiding players access to a key item I think is pretty cool. That great tank helm is way more valued to them then an end game raider more then likely. It also creates a nice way for raiders to fill in their set as they wait for that crappy % drop rate item, or to build an offspec set/hit/haste set aside from their main sets... its all good for everyone in the end.
Having said that, the day Blizzard introduces set items, and full sets of gear from badges that is near raid quality, people will be extremely dissappointed!!!
I guess I just don't see what the problem is, since people who were already in BT before the patch don't lose anything just because this NPC was added. If anything, it will allow those raiders to fill in gaps in gear that they have had bad luck with or don't have the DKP to get, and it will help the progress of raiding guilds as a whole. Feeling left out because you are already a hardcore raider and there are no upgrades for you? Well, you could use those extra badges to buy epic gems now too, or vortexes, or whatever, and you can even sell those things so if anything this should give raiders who don't need badge gear a handy source of income.
Basically, what I hear is people complaining that "Now my gear won't be easily recognized as the best and I'll have to find some other way to feed my ego! Shame on Blizzard for letting Nubs get gear that is equal to that possessed by me, a serious hardcore raider! /heartattack" But I think these folks have missed the point, sure this may be "Black Temple-quality" loot, but Blizzard is trying to point out that they are raising the bar! If you want to be considered the best of the best and for your gear to reflect that, then you should get into Sunwell. Black Temple isn't the endgame raid anymore. In 2.3 gear was added that allowed the semi-casual player to get gear equal to tier 5, now the new stuff is supposedly equal to tier 6. But items that are BETTER than tier 6 drop in Sunwell, so really this won't make things any different for anybody, except that everyone will be expected to step it up one more notch.
Short version, I guess there are two main things to keep in mind here. 1. Nobody is going to inspect your Scryer's Blade of Focus and say "OMG, that person must be a seriously hardcore raider!" These are supposed to be functional pieces to fill in gaps, not something you brag about. 2. "It is a slap in the face to see someone who fails to finish Kara in pieces like this" well, I think someone who can't even finish Kara is going to have trouble accumulating the number of badges they will need to make the most out of the new badge gear, just a thought.
The gear here is not going to be for non-raiders. We'll say the average non raider does the daily and gets an average of 6 badges/day. This means that it will take him 17 days to grab a peice of gear. 17 days for a peice of gear is not going to be practical for gearing oneself, even if the non-raider averages 10 badges/day that will still take him about 10 days for a peice of gear.
A raider on the other hand gets 21 badges from kara alone, and usually raiders have enough time to do heroic dailies too. this means that a full clear kara raider will be able to make 68 badges a week just doing kara and heroic daily. this will decrease the time for getting a peice of epic gear by a nice 3 days/kara clear. If the raider is able to do other raids I suspect that gruuls will give them another 6 badges to cut off a day. ZA cuts off 2 days for them. SSC will take off 2-3 days, and the eye should take off another 2-3 days. Mount hyjal will grant a raider 15-25 badges (depending if they drop more than karazhan or not) and finally BT, with its nine bosses will give you at least 27 badges, more likely around 40. All the math for the new badge drops is based on if blizzard increases the number dropped from 2 to around 3 or 4 for these raids.
Heres the final count of the badges one would get
non-raider with daily (average 6) - 42 badges/week
non-raider with daily and another heroic - 70 badges/week
raiders (dailies full week) kara clear - 63 badges/week
raiders to gruuls - 70 badges if drop 3/boss 67 if 2/boss
raiders to mags - 73 badges if 3, 69 for 2
raiders to SSC - 91 badges 3/boss 81 /2boss (im going to think this is a given by now)
raiders to eye - 103, 89
raiders to hyjal - 118, 99
raiders to BT - 145 badges 117
raiders to sunwell pleatue 163, 139
and i forgot to add ZA(whoops!) so you can add these badge drops 13 bages. this brings our 3 total to 176 and our 2 total to 152. I would like to thank all that read this unnecisarily long comment and that this is all estimated. most likely a clear will get you more than 176 badges but its a nice start to get an idea on.
also I do not beleive that these epics will be replaced till you get level 80 and through a few raids.
I don't understand why you hardcore raiders are whining.
I myself am in a guild where we have downed Vashj a few times. I am a running enhance shaman where the gear that drops is not viable to us unless its leather or Tier sets. (and even tier sets go so far) This new set of badge loot will finally give me something to spend my badges on.
Think of this new set of gear to be an upgrade to classes who does not have class specific gear dropping in any real raid. Not like it's threatening the people on T6 content and beyond. So STFU
I would like to add that you will be able to grab an up to 7 more badges a day (although not likely to drop more than 2) from the new dailies. It might be a bit of running around but they drop off
from dailies and have from what i hear a 10% drop rate. They also drop green gems and can drop blue or epic items as well.
So what u can buy a 1850 rating? I can buy a BT spot and grind the rep for the trinket, and even more... warglaives. Guess why people do this? Arena. I believe its truely more fun and constructive to raid for fun, but its the same for arenas. Im gonna be honest here and say nothing in game pleases me more to see other players flee in agony watching his friends on the cold floor and just begging me to finish him with mercy. I know im not suposed to say the word "hate", but something withing me is telling me to tear them limbs and I listen. (so what can I say? everyone has a beast within) Knowing that buying raidspots/ratings ultimately leads to buying gold and it hurts the game(diablo2 anyone?). And at a point beyond you sacrifice more then the monthly payment JUST TO GET BETTER AT WOW you know you played toooo much. Guess why that game was designed for? fun! No, Wow was not designed to get you gear and pain. (or they could do it for the cash :D)
Anyway people in raid guilds should be glad because arena smokers will raid less since this patch(or they might not).
Anyway people are trying to infer that there are only two kinds of people: nerds and noobs and the war will porbably go on for as long as this game. In fact there are really nerdy noobs I've witnessed .

While searching for these items on the EU armory it seems that Blizzard adjusted the armor on some items in 2.4 live version quite a bit. Apparently the values on the same kind of armor (mail chest/plate legs) is now equal to other items of the same kind. Mainly for plate this may make quite some difference as the armor on some items is greatly lowered or just increased. The armor values on the Sunwell Plate items have been increased from the PTR version. It seems to be a last-minute change as I didn't see this on the latest days of the PTR.
From reading this I have noticed that some are very unhappy about this, my guess is that those people have worked very hard for what they gained and to see loot given to those that haven't worked at all, which is also a semi-false statement.
Please try to reason even though many are not hardcore they also play the game and would like to enjoy super nice loot and cool upgrades. I have been a strong believer of a theory that I had heard about, Raiding for loot ends in demise while raiding to raid ends in accomplishment. What that means is if you solely raid for the loot items then you will envitably fail because as you can see new zones/expansions just dimish your items as they come. While seeing bosses downed is a good feeling.
Are you on a PvP server and sick of having opposite faction members stand on top of Smith, thus blocking access to her (or causing you to accidentally attack one and get smooshed by guards)?
Do what we did. After being locked out of the vendor by 20+ Winderfall Firewater'd (
) tauren on Kodos for 45 minutes, we gathered up as many of the local, available mages as we could. We ended up with about 6 mages and a couple of warlocks. We had one mage open a portal to Shatt on the hill immediately above Smith. We all counted down then cast Icey veins, flamestrike, blizzard simultaneously and then all bailed out of the portal and into Shatt. Then, we simply took to the portal in Shatt to Quel, hopped down and were finally able to access our beloved blacksmith, sans tauren :)

I think its wierd blizzard make it that way, becouse lvl 70's can only get Justice Points for WoTLK Instances so It's really really hard to get... and some of the items almost cost as much as Tier10,0

What is this I hear about 'unlocking' content?
A. Many of the daily quests are tied to events on the Isle of Quel Danas. The SSO willl build new buildings and spawn new vendors and quest givers when a certain number of quests have been completed. For example, the quest Reclaiming the Sun's Reach Armory is required for the SSO to rebuild the Armory and spawn Smith Hathuaa, the Badge of Justice Vendor. Right under A'dal in Shattrath you can see a 3D map of the SSO town and how much progress your server has made.
If a particular daily quest is involved in unlocking content, the quest giver in his gossip text will say 'We are x% of the way towards reaching our goal.'
I think quests causing world events is a very cool feature, and I hope blizzard uses this mechanic again. Now we can feel like our actions have some impact on the world, instead of killing mobs to save a town only to have the town come under peril again the next time a player arrives. It also gives the entire server a reason to work together and encourage one another to achieve an objective.
