Spawns in Hellfire Penisula, north-eastern part, patrols somewhere around Temple of Telhamat and the entrance of the Mag'har Post. He's a level 52 Rare, when I met him (thee times) the dragon around his portait was silver, not gold, so that implifies he is not an Elite (right?)
He hits really hard, at least comparing to my standards. When he emerges from the ground (He's one of those earth worms you see around the Zeppelin Crash site.) he does approximately 3k damage to his near surroundings. His melee hits for about 1k-1.5k and his ranged Poison Spit is about the same amount

Blizzard just recently implemented the gray, winged dragon to differentiate normal elites and rare elites

Soloed as 70 Shadow Priest. Alot of HP. However, I guess I accidentally used an exploit. Since he travels he really does seem to "reset". I found him by the arenas, so I took him to 50% - jogged into the arena area, bandaged and went back out and he waited for me to finish him off. Was kinda funny. Dropped some real nice BoE lvl62 Hunter gloves with 21Agi, 31Stam, 42AP. 350ish Armor.

I soaked up the Poison spits with "Spell Reflect", took the worms HP down pretty quick, had the poison DoT stack up to around 5 times, doing like 500dmg every few second + the 1k dmg from the attack itself.
Dropped the cloth +healing gloves :) Nice!

Fulgorge is EASILY solo'd by any ranged class because he is currently bugged, if you can kite him to the very edge of the Great Fissure he will NOT come out of the fissure and will remain aggro'd, tapped, and engaged and will NOT evade bug. His poison has a distance of about 20 yards, stand beyond that and he just sits there while you beat him down.

62 rare elite, spits poison which seems to be stacking (giving nasty damage), high nature resist is a must. I could resist a few of his poison attacks on level 70 with Aspect of the Wild up.
Seems he no longer follows you up to Falcon Watch. I tagged him right below Falcon Watch at the ramp that goes into The Great Fissure and began to kite him. He stopped at ramp and would go no further, but he kept focus on me, so I thought he would go into Evade mode, but he didn't. Apparently you can stay just outside of his poison spit range, while lazily shooting him full of arrows (bullets for those with guns). Be aware that this tactic would most likely be considered an exploit by Blizzard, so use it at your own risk.
Dropped Rockwurm Plate Handguards of the Boar.

We where at the zeppelin crash and he got stuck behind the zeppelin but we could still range him, went down in 4 minutes, dropped mail gloves of healing. I clocked him at ~80k health.
Does anyone know how much the mail gloves will go for on AH, they're "of healing".

This rare-elite will occasionally pass through the area where one would be killing Stonescythe Whelps and Alphas for other quests -- and there are other crust bursters that patrol around as well.
To be able to tell the difference between the regular worms and this guy, is that his wake's stones will always be deep red, and they'll fly very high into the air (about 3-4 tauren high, if they could be used as a measurement).

Easy soloable as 60 hunter due to it being bugged. You could easily bug him out and kill him alone, even without guards. 100% repeatable.
Its not really exploiting since they should have found it in testing. It's up to them to fix it. Players should not be expected to do free testing for a company they're paying for the use of the product. No free rides Blizz, sorry.

This mob is soloable by any level 66+ warrior with good gear. The poison spit he does for about 1.4k (plus a DoT) can be spell reflected. Get in your tanking gear in defensive stance and blood rage before going in. When he pops up he will immediately begin casting poison. Spell reflect it and begin sundering. Make sure to spell reflect every poison you can, because the DoT stacks up to 5 times on him. Once you get 5 up, you should have 5 poison stacks on him the whole fight, which really makes this go very fast. The poisons you cant reflect you should shield bash so they dont hit you.
Other than the poison, the mobs damage is fairly low, use extra rage to shield block/revenge and to keep him fully sundered. Dont forget to keep battle and dem shout up as well. Make sure you DONT switch stances and start executing below 20%. He has a ton of HP and you wont be able to reflect the poisons (because execute takes you to 0 rage) and you could wind up dying. Just keep the same strategy on him all the way to 0, then collect your loot.

Soloable as a 70 balance druid with no more nature resist than mark of the wild. Just stay in caster form and out of melee range. He'll do the poison spit and you just abolish poison if you fail to resist, followed by a rejuv or lifebloom. It takes a ton of mana to burn down 80k health so innervate when you can and conserve mana using high damage per mana spells (starfire and insect swarm).
I'd imagine a resto druid would have no probs either. Feral might be a bit more difficult.
It's possible to tell this mob from the other crust busters because the graphic on the ground is slightly different. It's a bit larger and a slightly different colour.
Dropped Mail gloves of the Bandit (very nice but barely better than an early quest reward) and cloth gloves of spirit.

Like said before this guy hits really hard, on my 61 pally it white hit me for 1-1.2k and its spit poison the same. I would not advise to attempt to solo this figure at anytime if you are of lower level (70 maybe depending on your class).
Also this bugger will follow you for quite awhile if you try to run away so be advised to steer clear.
What he looks like from underground is like any other crust buster except for the fact that the gravel moving around him is twice the size of the normal ones so make sure before you go charging at any moving gravel check twice!

Apparently no one has noted the name from which this creature comes - From what I can tell, it came from a game first released in arcades, then ported to the SNES, Sega, and other systems known as "Killer Instinct." It featured Mortal Combat-esque fighting on a pseudo-3d environment. Although you were unable to move forward or backward in depth, it did have a very 3d look to it, leading the way into that realm with higher end graphics.
The character in question, however is "Fulgore," a robotic fighter created for the tournament itself. He was prided on using blades on his arms and lasers from his eyes, as well as his strong body to inflict damage to the opponent. Despite the beast in WoW not being a robot, it does have a strong body, and extremely potent blades... In its mouth, anyway. Not to mention, he also has a strong carapace to boot.
Although there are major differences, both the fighter and this NPC hit like trucks (Or did pre-2.4) to anyone who dared fight them. Let's just hope Blizzard doesn't get an idea to add eye lasers to this beast, otherwise, we're in deep trouble (Although the spit is quite irritating enough to quite possibly be their idea of one).

Soloed as a 62 dwarf Prot warrior, but I had to pop my Last Stand. Stoneskin saved my plate-wearing ass from the poison long enough for me to Devastate him down, kept having to run back towards him... slapped a Concussion Blow on him when he hit about 15% and that was the end of that. Got the Rockwurm Scale Gauntlets of the Wolf... it didn't help that I had no idea what was going on.
"Hey, why is the ground fountaining huge rocks? It LOOKS like a crustburster, but they aren't that bi... where did that thousand health go? 500 hp poison attacks? OH CRAP!" SO then my warrior instincts kicked in and I started Devastating. If you have the advantage of actually knowing that yes, there is a rare elite crustburster around, you'll probably fare better than I did.

There is a little trick to this mob that can help a lot. He won't follow you where he can't be underground. Me and my gf, both shadow priests, first met him in the cave near Falcon Watch where you kill quest elite mob (don't recall his name). His poison bolts hit pretty hard, so we decided just to run away into the cave and were pleasantly surprised when he didn't reset :P From that point we would just run out, put the dots and occasional Mind Blast and hide out of los again. Took some time, but we ended up killing him with no problems.
Another time we encountered him in the open somewhere close to Temple of Telhamat. We pulled him and ran to a nearby rock. There we used the same tactic and hid from his los while he was just standing there trying to cast his bolts.
So good luck if you see him =)

was mounted running along from ruins of sha'naar to the temple of telhamat went through a dozon or so vultures and this guy showed up i ran off and lost aggro off everything and came back, took a while to find him (seemed to have migrated, or i had pulled him from a long way on my mount) was about to give up when i saw a huge patch of red stones popping all over the place, so i dismount and walk up to it, felguard tanked and i dotted, didnt even need to redot, so i would say he is a hell of a lot easier then what some of the guys here went though, i ended up with full health and my felguard was at about 70% with 1 health funnel
it dropped the chain gauntlets of agility

Confirmed nerf, soloed by a 61 Demonology Warlock.
I was questing around the greater fissure when I notices red rocks flying around from a much larger area than usual, instead of the normal brownish rocks that fly around hidden tunnlers. Thinking it might be a rare one I attacked him so he wouldn't get away. Didn't even rest after killing a couple of stonescythes. He went down like a rock. He hit my felguard pretty hard a couple of times, but no sweat.
Mobinfo estimated he had 10673 hp. (Probably 10 000)

Dear god..What can i say about this mob? I'm walking along, minding my own business, When all the sudden POW! 300 some damage o_O The casting bar interface option thing tells me that some rare spawn named Fulgorge is spitting at me. What ensues is hell. I'm a 60 pally, This dude gave me one HELL of a time. I beat the crap outta him with crusader strike, stunned em once, dropped command on him for extra dam with the stun, tossed crusader on him, He went under and came up a few yards behind me and goo'd me a few more times, I bubble, heal twice, and keep going with my SoR and crusader strikes, I get him down a bit more, He goes under and goos me again, I stun em again and keep going, I get em down to roughly 30% and he goes under for a third time, By now i was low on HP, already used my bubble, And also my lay on hands. Things were looking grim, Low mana, low health, He was near dead. A miss from him seals his fate and nets me a Rockwurm Scale Gauntlets of Shadow Protection. What a fun fight, Close as hell though, If your not in good gear and or a pally, Don't try goin for this dude at 60. Pallies as we all know are damn near unkillable.

Fairly easy as a 60 hunter.
Found him in the Great Fissure. I sent my pet on him using Eyes of the Beast, hoping I could pull him with my pet then kite him to my actual character, standing near guards at Falcon Watch. 2 things went wrong: First I accidentally pulled a small Tunneler with Fulgorge and second... well he wouldn't leave the Fissure because Falcon watch is way up on a hill.
So, I hit mend pet when my pet had about half health and started firing away. I popped all cooldowns I had; Blood Fury (I'm an orc), Rapid Fire, The Beast Within, and I got a lucky Rapid Fire proc, so I was dps'ing this dude hard. Pulled aggro, feigned death, and continued to fire. He killed my pet when he had about 25% health, I used arcane shot and multishot a few times, got one or two crits, and he died before he dealt me more than 1500 damage.
I also added a screenshot of him dead for proof and gear check for any other hunters who want to try this.

This guy is probably the easiest rare-mob in Outland to actually kill (For the Medium Rare/Bloody Rare achievement). This was confirmed earlier as i waited for him.
In "The Great Fissure" area, where there is Tunneler mobs, there is a small bridge which leads towards Magtheridon's Lair, if you stand to the Magtheridon-side of the bridge, Tunnelers will not go that far (They will go to the bridge, then they turn around) - HOWEVER, Fulgorge goes all the way down to Magtheridon's Lair, and passes right through the trench area of the bridge.
I went afk for about 10minutes, and because i was a level 70 Warrior with the Protection-talent "Damage Shield" it meant that i reflected any melee damage to Fulgorge, and in the process actually tagged him so no one else would be able to steal him from me.
Then proceeded to make a small raid with guildmates, who then got the achievement once he was killed.

Found him in the open area immediately west of Hellfire Citadel, that triangular area sloping down towards the base of the tower.
The other worms all have the same rock-churning effect, and depending in the area, rocks can be red or white.
This guy has the same thing, only much bigger. Not only do the rocks fly higher, but the circle or churning rocks when he's underground, is much, much bigger. At least double in width as normal worm rock effects.
You can't track underground worms.
Start from his main initial spawn point, at the base of the Maghar ramp, and work south/southwest. Work your way south, following the node points on the map, then work east. Get in the mindset of you chasing him, so follow his potential traveling paths.
My path from the Maghar area ended up at Hellfire Citadel.
Lots and lots of Demon Boars in the area, so I assume that they're what Fulgorge would eat. If there's no boars around, you might be off his path.

Ironically, if your video card isn't all that great, you can see what the tunneling worms look like before you see the flying rocks.

Ok, it's very annoying when your NPC-scan finds him, because you can't target him before he gets above ground. I found him anyway eventually, after 5 mins of searching. You can recognize him by the large dark-brown rocks coming out of the ground, which is way bigger than the normal worms in the area.

I thought he'd be difficult to spot but really, once you see the huge amount of rocks churning, you know it's him for sure. I found him in the Great Fissure, around 31,63. I made sure to kill him when he was above ground, and I did not put any dots on him in case he did burrow. I did receive credit for the kill.

Once you see his sign, you'll know it's him.
You can't confuse it with the other worms' sign. Really, really big.

Screw you, Fulgorge. I've killed you twice, and gotten cloth gloves of spirit once (which took a month to sell, for a whopping 15g) and plate gloves of the owl. I didn't even know they still MADE owl plate.

Finally killed him to finish off
Bloody Rare
.
In my experience, he spawns at least approximately every 6 hours in one of at least two spawn points (NW of the zone by the base of the ramp to Mag'har Post, which is where I killed him, and SE between Honor Hold and the Goblin questgivers).
Regarding the spawn times, I watched him die at ~10pm server last night in the NW spawn area (grrrrr!). My guildy killed him at ~4am server in the SE spawn point while I was sleeping. I began circling the zone at around 6am server, and didn't see him again (corpse or otherwise) until I killed him at ~10am server this morning in the NW spawn point (he spawned under me). Obviously server restarts might mess up the timing, but hopefully this is helpful to people going for the achievements.
Good luck!

Fulgorge was hard 2 find 4 me. Took me over 1 hr. But I found him in the white pit with the flayers next to the bridge. He makes red stones when he moves. And he makes a large tremor, larger than the average red worms.
Hope this helps u a little :)

If you're worried that your addon (SilverDragon or NPCScan) won't register Fulgorge because he's underground, don't.
When these burrowing sand worms load and come into view, they can be targeted for about a second before they dig underground and become unclickable.
Found him around 25, 47. He's easy enough to find since he's the only sand worm in the area whose rubble is red (the crust bursters in the eastern part of Hellfire Peninsula also have red rubble).

The
radius
of Fulgorge's tremor circle is
3-4 times larger
than the other worms'. Also, the deep red stones are tossed in an
outward direction
, away from the center and at a
much higher altitude
above ground, creating a
whirlwind-like
effect.

I was running randomly around in hellfire in my 63-4 rogue and met this dude. I thought "This guy looks easy lets down the !@#$ outta him". I engage him... I manage to down 70% and died.
Second time i tried it went well. Engange him, nuke and when he "Teleports" just either run or use sprint and if you are a combat rogue (Like i) then you should use killing spree when he doesn't have alot of hp left and just after he has teleported. Otherwise you will use it and he will teleport and then you have wasted it. So just nuke, use kick and kidney when he casts. Evasion if possible and maybe keep a healing pot on you (I didnt need mine but anyway if something goes wrong). I hope this was useful. :D

NPCScan detected him while I was next to Broken Hill. I took me a while to find him but I finally got him inside the Great Fissure at 29,61 right next to Falcon Watch.
I was lucky I did not aggro any whelps down there. It dropped:

Hydraxis 12:25 Server Time
Note:
I ran into him today roughly at the same time. (1230 Server Time), just South of the Temple of Telhamat.
Today it dropped:

The hard part for the
Bloody Rare
achievement is that Fulgorge and two other rare NPCs are located in the first area of the Outlands so you might only see dead rare NPCs, because people will accidently run into them while questing and kill them or switch to their main characters to kill them.

To spot this you gotta have the NPCscan addon, silverdragon doesnt help you.

I dunno who said it but it needs to be said again!
Fulgorge was the last on my Bloody rare , and in the end i started to check EVERY rumbling rock i could see cuz i was 100% sure i hade seen him 100 times but just tought he was one of the other worms..
Yesterday i found him and i can only say , U CANT MISS HIM!
1 Even where other worms are making "White" rocks to rumble he does almost red rocks
2 The area of witch he rumbles rocks is like 4 times bigger then the usual worms...
If u see him u will know for sure , so flying close to ground is the only thing u need to do..

fulgorge was my last needed for the bloody rare achievement. on a whim, i decided to go back to hellfire and see if he was around. my npc scan went off before i saw the red rocks that indicate fulgorge's presence. in fact, the npc scan went off, i landed, and waited for about 10 seconds before i saw the red rocks. not what i was expecting. the time was 7:30am server time on shadowmoon, location 50.3, 70.8.

For all you confused people the rocks aren't bigger the area of the rubble is bigger, and its red instead of gray. Also he is not able to be found by /tar Fulgorge he IS found by _NPCScan and then you just have to look for the rubble.

I've been farming the BC rares with NPC Scan and was worried about this one since he isn't actually visible (beyond the uniquely large and dark rocks in his wake) until you start the fight and he pops up. But I guess because the of the way NPC Scan works, checking your cache for newly added IDs, it could sense him before he was out.

I just encountered something quite mystifying. I was questing near Zeth'gor and I saw the red rocks. NPC Scan didn't go off, but Fulgorge is the only one that has red rocks so I attacked...and it wasn't Fulgorge....it was a regular crust burster....
Even weirder, the first time I saw the red rocks, I went near them and they despawned right in front of me and then respawned about 1000 or so yards away...
*completely confused*
Edit: just checked the same spot again and it was back, red rocks, regular crust burster, obviously on a regular spawn timer....so I guess be warned?

I cant believe nobody has mentioned the reference with this npc. His name is a striking similarity to Fulgore, a cyborg from the
Killer Instinct
series made by Rareware. There is also a quest in netherstorm with an npc named Glacius, which is a water elemental. Another direct homage to Killer Instinct, as there is a character in it also named Glacius who is an alien made of ice. As a HUGE Killer Instinct fan this really put a smile on my face finding these mobs years ago. GJ Blizz =)

Created an account just for this... Found him today 6:35 a.m. Stormrage server. He was in between Honor Hold and the goblins at the zeppelin. Red rocks over a very large area, flying very high. Biggest problem was getting him to actually come aboveground. I rode back and forth over his trail for quite a while before he showed himself.

YES. finally got him! lol. my third day of looking.
When i logged off last night i left my toon in the great fissure,
when i logged on this afternoon, a few minutes later my NPCscan went off.
It was another few minutes until i noticed (was we browsing and sound off) so when i went back to the game he was nowhere to be seen. I thought maybe i had found a corpse and it dissappeared. However, he had just continued on his path down to the rampart. Found him there. Easy take down.

Fulgorge will be detected by NPCscan but can't be targeted until he's surfaced. Hunters
追踪野兽
can track him whether he's above or below ground, and I imagine
追踪快餐
can too, although his pebbles make him easy to spot. The trickiest part is actually aggroing him, I had to run directly above him for over a minute before he attacked.

31,36 is a spawn point. He popped up directly under me. I had been camping this mob since around 9:30am, flying up and down the pathing areas every 30 minutes. The six hour spawn timer sounds accurate.

Fulgorge Respawn timer findings:
Today may 13 2013 at 15.34h GMT my _npcscan addon spotted fulgorge between the 3 PVP objects in Hellfire Peninsula. Wile mounted i was running over it to make it agro my 88 Hunter. When it did, i dismounted and before i could squeeze a shot off, my pet killed it and i did not get the achievement. :/ (dont make the same mistake)
I went back
every hour
and did patrols on Fulgorge's 3 routes, with no luck.
7 hours
later, at exactly 22.34h GMT Fulgorge spawned where i was waiting to start my rounds. This was under the citadel close to where my pet killed him 7 hours earlier.

I can vouch and say that, when looking for Fulgorge, follow the trail that the wowhead map gives shows. But, Fulgorge does not kick up rocks in the same manner that all of the other tunnelers in Hellfire Peninsula do. While the other Tunnelers shoot up small tannish pebbles in to the air, Fulgorge will send red rocks flying in to the air wherever he happens to be. He is at least twice as large as the other tunnelers, and thus is easier to spot his trail.
I just killed Fulgorge on 7/8/13 on Steamwheedle Cartel server.
Happy hunting!

got him right now @Burning Legion. i had to check wowhead what i was looking for and when i realized that it could be under the ground i started to watch my patch more carefully and i found him under one's bridge south from The Stadium. now i need only 2 rares from Outland.
edit
2 minutes later i found Vorakem D. in northern part of HP. now its only Coilfang Emissary left.
im just curious if there is a relationship between my 1st kill and 2nd kill. i mean i flew through Vorakems patches 15minutes ago with no result, then i've killed Voidhunter Yak, then i moved north searching for Coilfang Emissary but i found Fulgorge which has been killed and then Vorakem has been found instantly.

Killed him at 40.85, 68.73 at 7:07pm (Melbourne, Australia time).
I spent pretty much 8 hours yesterday flying around and never came across him. I was only online for about 20 minutes tonight when he spawned.
NPC scanner won't pick him up while he's burrowed underground, it pops once you land on the ground and trigger him to come up.
I didn't notice the rocks flying about as much as I noticed a huge dark shadow on the ground. Once I flew closer I saw the red rocks bubbling up on the ground.
He dropped Rockwurm Plate Handguards of the Aurora for me.

Some news for rare catchers from patch 9.2.5 (Shadowlands)
We know that old zones are created when someone gets in. For checking start timer I use addon NPC Time. So I ask my friend to create low level character on some dead RP realm then use chromie time and wm on.
This way I could create my own new zone Hellfire Peninsula. So I'm sure I am the only one there and I can see how long ago started all spawn timers in this the zone. And there is no Fulgorge. So I think this rare have some started timer to spawn (for example, TLPD and Vyragosa have the same timer in no less that 2 hours). This also means you can't find it right after server reset.
I waited for him for about 1 hour since zone was started and there was no spawn.
