I mined a load of these while doing the Shattering the Veil quest and just got junk crystals with the exception of 2 motes of earth on the 10th mine.
One thing I did notice is that they despawn very quickly which makes it a pain if you're fighting several minions before you can mine.
The easiest place to find these guys if you are Alliance is to go straight out the back of the Telaar inn, head down the hill a bit and turn to your right.

These are now minable thanks to patch 2.2. I killed a few, somewhere around 50, and while its still unclear if these can be mined for rare gems, they can be mined for regular gems..
Out of the 50 or so i killed, i mined up:
1x Deep Peridot
1x Blood Garnet
1x Shadow Draenite
57x Crystalline Fragments (Junk)
40x Mote of Earth (including regular drops)
If your after Motes of Earth or gems, i'd still say your better off mining Fel Iron or Adamantite veins as they are more easily obtained that way. If anyone mines up a Rare gem off these guys, please post it.

Was killing these mobs for motes, and in 30/40 mins i had my primal, and I was VERY satisfied, and i would say the drop rate is very good, and this is a spot where I will keep on farming. :D

I needed 4 Primal Earths for a Clefthide Leg Armor to put on my 70 Nelf Hunter, and rather than pay AH prices I decided to farm them myself. After consulting Wowhead I determined that the best drop rate against the easiest kills were these guys. Knowing this would take a long time, and wanting to check the accuracy of Wowhead's drop rate quotes, I tracked the drops from my farming session. For those who are interested, here's the statistics:
Elementals killed: 248
Motes collected: 40
Elemental Fragments dropped: 169
Primordial Essence dropped: 79
Greens dropped: 9
Shots fired: 2808 - Cost 3g 58s 2c
Repair cost: 1g 32s 76c
Draenic Water consumed: 12 - Cost 1g 53s 60c
Clefthoof Ribs (pet food) consumed: 4 - Cost 64s
Total farming cost: 7g 8s 38c
Time taken: 2hr 42min
Mote drop rate: 16.13%
Green item drop rate: 3.75%
As I farmed, I recorded the results of each kill on my laptop as a "dot chart" showing what dropped from each kill:
Key:
. = no motes or greens dropped from this kill
* = a mote dropped from this kill
g = a green dropped from this kill
G = a green
and
a mote dropped from this kill
Chart:
..**.*.***.g*..*....
.*..*.......G...*...
....g........*..*.*.
......*.*..**....*..
...g................
......*....g....*..*
....*.**...*....*...

As can be seen from this, the drop rate from these elementals is rather less than Wowhead's quoted 19% - it's just over 16%. One thing I noticed was that the motes seemed to drop in "waves"; look at the dot chart to see this effect. If I had only wanted 1 primal, I would have got it in the first 25 kills, and I could have been excused for posting here that the drop rate for me was 40% - 10 motes in 25 kills!
However, after this the drop rate decreased markedly, with another wave of motes dropping around the 54 - 78 kill mark; I got my second primal after the 78th kill (apparent drop rate 25.6%).
After this the drop rate really dried up; 38 consecutive kills with only one mote. Somebody starting a farming run at this stage would easily have thought the drop rate on these was shocking, and would have been justified in complaining here about it!
The third wave of motes started around the 117th kill, with 7 more dropping in the next 20 kills. Another long dry spell, and I got my third primal at the 169th kill (apparent drop rate 17.75%).
Getting the last primal was the worst, as the waves reduced and mote drops become more widely scattered. On the 248th kill I finally got my fourth primal (final drop rate 16.13%).
So the satisfied person above probably came in on a mote wave, and got lucky! The drop rate for motes on these is not that fantastic if you're doing a long grind for multiple primals. Finally, I know the loot table is randomly determined, so the wave effect isn't by design, but it does illustrate how "clumping" occurs in any random system!

If you are farming these "rocks" for motes don't forget to Mine them after you kill them. They have a chance to drop more.
