The Exodar Harbinger is at 74, 57.5 - outside the main entrance, next to the Flight Master.

Alliance in Stormwind:

Check here for the Lunar Festival Emissaries. They are just outside of the gates of Stormwind. Until the park in Stormwind is restored, if it is ever restored, this is where the Lunar Festival NPCs are hanging out after Deathwing's return.

The Stormwind/Elwynn version of this guy lives at http://www.wowhead.com/maps?data=12:342506 . 春节将至！ is an optional breadcrumb to get you to him from 春节特使 at http://www.wowhead.com/maps?data=1519:617757 . There's also an Ironforge version 春节将至！, and a Darnassus version 春节将至！.

Anyway, this guy starts the actual quest chain, with 春节烟花.
