Zidormi and Rhonormu are NPCs which allow you to "time travel" and visit various game areas prior to significant story events. Here is a list of where they appear in several zones:

希多尔米 - in 达拉然 (Northrend), she stands near the 时光之穴 portal.
希多尔米 - near Theramore in 尘泥沼泽, she offers to send players to the city before the events of Theramore's Fall and back.
希多尔米 - in 诅咒之地 near the road leading in from 悲伤沼泽, she will send players to before the Iron Horde Invasion and back.
希多尔米 - at the 昆莱山 in 昆莱山, she will send you to the Peak before the Legion attack and back.
希多尔米 - near Valor's Rest at the entrance of 希利苏斯 from 安戈洛环形山, she will send you to Silithus before the Wound in the World (Sargeras' defeat in 安托鲁斯，燃烧王座) and back.
罗诺姆 - at the Scarab Dias at 希利苏斯's southern edge with 安其拉：堕落王国. He will send you to Silithus before the Wound in the World (Sargeras' defeat in 安托鲁斯，燃烧王座) and back.
希多尔米 - south of Lor'danel in 黑海岸, she will send you to before the Burning of Teldrassil which occurred during the War of the Thorns (BFA release event) and allow you to visit 达纳苏斯.
希多尔米 - near Lordaeron Keep/Ruins of Undercity in 提瑞斯法林地, she will send you to before the Siege of Lordaeron which occurred during the War of the Thorns (BFA release event) and allow you to visit 幽暗城.
希多尔米 - in southern 阿拉希高地, she will send you to before the events shown in the Arathi Highlands Warfront (Battle for Azeroth) and back.
希多尔米 - in 奥丹姆 within Ramkahen, she will send to before the events of the Patch 8.3 Visions of N'zoth assaults and back.
希多尔米 - in 锦绣谷 near Mogu'shan Palace, she will send to before the events of the Patch 8.3 Visions of N'zoth assaults and back.

What are the requirements to see her? She is not there for me.

As of 8.0, after the events of The Battle for Lordaeron, you need to talk to her in order to access the main hub of Hallow's End (The courtyard of Lordaeron) and Brill, the village where you can quench the Horseman's flames.

Zidormi was missing for me in Trisfal Glades at the marked place on the map. Similarly missing in/around the Ruins. I used a target macro and combed the zone just to be sure but she fails to appear anywhere for me. Was unable to complete Hallow's End questline on this character.

She appears after completing The Battle for Lordaeron.

So apparently if you have the quest 臭气弹轰炸！ and you try to speak to Zidormi you will not get the option to go back in time. You'll need to cancel that quest first.

For the ones who can't find Zidormi and are stuck on the present time after BfA expansion. Just need to go to Orgrimmar and get 争霸艾泽拉斯：使命宣言. Later, follow the quest chain until you speak with 纳萨诺斯·凋零者 and told him you already know the story that happened in . That’s should unlock you Zidormi in Tirisfal glades.

Not sure how to help the alliance, but should be similar.
