He's located on a small island.
It's a rather long walk back if you're not a Shaman or Druid, so have your hearthstone up.
Apparently he knows the location of the Ahsbringer according to lore.
You have to visit him in the "epic fishing quest" where you have to catch 4 rare fish in order to be able to gain a skill above 225. He is easy enough to find using the map above, and there is very few mobs to be worried about.
Nat Pagle is in reality Pat Nagle, a member of staff at Blizz.
I would guess that Pat Nagle likes fishing.
For those using Cosmos or Titan Panel, the exact coordinates are 58, 59.
He's the greatest fisherman in all of Azeroth, yet he doesn't like fishing; some quotes of his:
"Can't say I really enjoy fishin' much."
"Fishin's fer sissies."
Go figure ..
More accurately, Nat Pagle is located on a "tree'd" island at coords 58.59. I swam around for quite a while looking for just 58.5. However, 58.59 will put you precisely where you need to find this guy.
In Patch 2.3 he gives you a quest called Nat's Bargain. This is my walkthrough, since the quest isn't in the database yet:
Go to the shipwreck he describes and apply the fish paste. Swim around the shipwreck until a level 37 Lurking Shark appears and attacks you. The shark appeared for me at 55, 63, over the southern end of the wreck. Be careful when swimming away because I swam over the place again, and the shark respawned on me. Kill the shark and quest done.
The shark's not a normal spawn - he'll only appear when someone with the fish paste on is around. Watch out for adds, though the paste doesn't seem to do anything to increase aggro on the crab guys. Don't die, otherwise you'll have to wait the cooldown on the paste before attempting to summon the shark again.
Nat Pagle says "Fishin's fer sissies." and such cause he doesn't fish. hes an ANGLER, and an Extreme one at that!
He's also in an island with a "port" called "NAT'S LANDING", a homonym of "KNOT'S LANDING", a SOAP of the 80's !!!! (or was it in the 90's ???")

It's a rather short swim (for Alliance) from Theramore, just some ~37 Mobs around there which can be avoided.
Nat Pagle is also in the old hillsbrad foothills with his friend hal and has crazy nightmares about the future and also the nightmare where he said

N: We're like their puppets - we dance and cry and fight and say silly things for their amusement.
N: Sometimes, even when I'm awake, I think they're watching us. Maybe they're watching us right now...

After 3.1, you still need 225 fishing skill in order to do his quest. :)
Yesterday I just go to him and he just gave me the pole in moment I take the quest .... dont know is it bugged or just change.
You completed the quest in the past. If you have done the quest before he just gives you the pole.
Interesting bit, there's a fish feast on a crate near Nat, I wish I could partake while leveling in the area.
Though Nat's level means he can't eat it either.
For those who can't or don't want to use coordinates, I offer alternative instructions on finding this fellow.
Follow the road to Tabetha's Farm. Just before her cottage, the road continues east, as a much less traveled path, to Beezil's Wreck. At the end of the path, a goblin stands in front of a tent. Facing the tent you can see a gap in the cliffs a bit to your right. Go through the gap and you'll arrive at Tidefury Cove. Nat Pagle is on the leftmost island you can see.

Pat Nagle is a Blizzard employee who has contributed in the development of many Blizzard games (I could list them, but if you're on Wowhead you probably know some examples of Blizzard games) including Diablo, and World of Warcraft (as well as Warcraft). Nat Pagle is an NPC in World of Warcraft and has the Nagelring in Diablo II as another reference to Pat Nagle.
The name of this NPC is a reference to a Blizzard employee named Pat Nagle (See
,16664/) who is rumored to share the same habits Nat Pagle has: drinking and fishing.

The importance of Nat Pagle in the great search for the Ashbringer, is that he is one of the very few currently alive who know of its present location. Several pages of his Guide to fishing have talked about the Ashbringer, one found in AV, the last page, states: ...and that's how I found the Ashbringer on a normal day of fishing.This spurred many wild guesses as to where it is, but this I will go into further on.
One contradiction, that I can't remember if it was proved or unproved as of yet, is that if Nat Pagle found the Ashbringer by himself, or if the Prince of DM told him. Both the two have talked to eachother discussing the Ashbringer.

He can be found during the darkmoon faire at the island near the fishing trainer, just behind the portals to SW and ORG. Not sure if it's a random appearance of him and if others take his place depending on the day/time or if he's always there.
Has anyone gotten his reputation all the way up? I've been giving him a BUNCH of the flying fish I get while fishing, and im still on 1/6
