PTR hotfixes

龙族强化 Your spells and abilities have a chance to increase your $pri by 359180 for 15 sec. Requires the Heart of Azeroth.

远行者 Increases your movement speed by 27%30% of your highest secondary rating, up to 8%9%.

When you see what they ultimately did with the Legion artifacts, the Heart of Azeroth, the Essences, the Corruption and the legendary cloak, how pointless they are in the grand scheme of the game, I'm actually wondering if I should care for covenants, soul-binds and such... :s

The stat proc from the cape made it BiS for Shadowlands up until late Heroic/early Mythic raid level, just due to the sheer amount of Primary it gave.
