What is the Sepulcher of the First Ones? Everything We Know About The Jailer's Destination
This week, more of the
Chains of Domination storyline
opened up with Chapter 4 - The Last Sigil, along with 9.1's new megadungeon:
Tazavesh, the Veiled Market
, and the
Sanctum of Domination
At first, it might not seem like these things have that much in common storywise - The Last Sigil is about a search for the Primus's sigil, Tazavesh takes us to a mysterious Broker marketplace, and the Sanctum has us assaulting Torghast in an attempt to fight back against the Jailer's forces - they all make reference to one, very mysterious yet important place: The Sepulcher of the First Ones.
Warning: Story Spoilers Ahead
The Story So Far
Last week, the story of Chains of Domination opened with the Jailer launching an attack on Elysian Hold, specifically to steal the Archon's sigil. In the meeting that followed, the Eternal Ones explained how each of the Eternal Ones possess one of these sigils, and why the Jailer is after them: he sees them as "keys to forbidden knowledge".
Baroness Draka says: What was the Jailer after?
Winter Queen says: Long ago, each of the Eternal Ones was given a symbol of our covenant's purpose.
Winter Queen says: Yet Zovaal saw these sigils as keys to forbidden knowledge.
Kyrestia says: When we rebuked his heresy, he tried to claim them by force.
Winter Queen says: But in the end, the Primus led us to victory.
Kyrestia says: And for his treachery, Zovaal was exiled forevermore.
The Last Sigil
During The Last Sigil questline, the Keeper Tal-Galan from Korthia is able to unlock certain records made by the Primus shortly before he disappeared. These records reveal why the Jailer pulled Korthia into the Maw in the first place: It's the zone where the Primus hid his sigil after realizing what the Jailer was after.
Though the Primus's message is fragmented and incomplete, it's clear that he has locked his sigil away specifically in an attempt to prevent the Jailer from reaching "the Sepulcher". Heirmir tries to question Tal-Galan to learn more, but the 'Keeper of Secrets' is tight-lipped. We can assume this Sepulcher contains the "forbidden knowledge" that the Jailer wants.

The Primus says: ...from reaching the Sepulcher. This must not come to pass.
The Primus says: Even locking my sigil away here may not be enough to--
Bonesmith Heirmir says: Another fragment. The Primus has spoken of this Sepulcher before. Do you know what it is? Or where?
Tal-Galan says: The Sepulcher is... not to be discussed. Even with allies.
Bonesmith Heirmir says: Hmph. "Keeper of Secrets" indeed.
Tazavesh, The Veiled Market
Most of our understanding of the Sepulcher of the First Ones comes from scattered notes around the Broker megadungeon Tazavesh. These notes detail a Broker's attempt to access the Sepulcher, and they contain some fascinating nuggets of information about the Sepulcher, the First Ones, and even reality itself.
The problem is, these notes are written by an in-game character, one who we can assume is not all-knowing - after all, they were surprised to learn mortals do not trade in anima. A lot of the information is speculative - even the writer isn't sure about some of their theories.
That said, the notes suggest the First Ones have incredible power, possibly the power of creation and destruction itself. We've known about the six cosmological forces of Light, Shadow, Order, Disorder, Life, and Death, since
World of Warcraft: Chronicles
, but the notes in Tazavesh speak at lenght about a seventh, 'fractal' force, one that may have helped to organize or create all the rest.
It's heavily implied that the Sepulcher of the First Ones will provide access to the power of this force, which would easily explain why the Jailer is so determined to reach the Sepulcher - if he does, he will have the knowledge and power to recreate all of reality.

The Sanctum of Domination
Unfortunately, the Jailer manages to get hold of the Primus's sigil, (we kinda bring it right to him) leaving only the Arbiter's sigil before he has the power to unlock the Sepulcher of the First Ones. Which brings us to the Sanctum of Domination raid - specifically the end of the Sanctum of Domination raid.
In the raid's cinematic finale, the Jailer finally achieves his goal, taking the Arbiter's sigil before leaving, with Anduin, through a portal.
Sylvanas' Fate Cinematic - Sanctum of Domination Raid Finale
The Jailer: Come. Be the first to witness reality's end.
Strangely, it does not seem like the threat of the Jailer accessing the power of the First Ones - the power to reorder reality itself - is as immediate as one might think. We already have a fair few storylines in the Chains of Domination to get through - though the final chapter, which never made it to the PTR, continues to remain a mystery.
Maybe the journey to the Sepulcher is a long one. Maybe the Jailer is simply biding his time. Maybe the raid needs to be completely open on LFR for its story to have officially occurred for all the characters in the game. Maybe, now that he has all the power anyone could dream of, the burden of unlimited choice has overwhelmed the Jailer and he's not quite sure what to do with it.
Either way, we expect the Sepulcher of the First Ones will play an important role in the future.
