Pick your class and spec, as that will affect the legendary powers available.

Next you'll select your base item, which will affect the available powers as they are limited to specific slots.

Next you'll select a legendary power--some are general (not limited by class), class-specific, or spec-specific.

Then you'll select what two secondary stats go onto your legendary.

Finally you'll select the upgrade level of your legendary via the Cost dropdown--legendaries that are more powerful cost more.
