The Flight Master's Whistle won't be upgraded to work in Shadowlands zones, but the requirements for learning flying will not require reputation for change.

In a group interview held early last week with Ion Hazzikostas, we inquired about the
飞行管理员的哨子
and received an explanation as to why it wasn't coming. While it's true that Covenant Callings send you to one zone unlike Legion emissaries, players still liked using
飞行管理员的哨子
for other convenience reasons, such as using it when you are stuck or underwater.
The Flight Master's Whistle will not be in Shadowlands. Some of this is due to the way Shadowlands is laid out and the way that our quest wrappers at max level are laid out. We don't have emissaries any more and instead, we have Callings that will send you to a single zone. Navigating within that zone there are transportation options, especially if you are a member of that given zone, through unlocking your covenant's transportation network.
What spawned the Flight Whistle was things like the Warden and Kirin Tor emissaries in Legion, or the War Campaign objectives in BFA, where you'd look at the map and the game was telling you 'hey you need to visit these four zones and criss-cross thousands of yards in game in order to complete this single objective.' That turned into an onerous amount of travel time, but in Shadowlands, we're not asking players to do that in the same way this time around. Plus...there's a little bit of the fantasy of the whistle in the Shadowlands and all that.
While we didn't ask about flying, Ion then followed up his discussion of the
飞行管理员的哨子
with clarifications on flying in Shadowlands. Flying will be earned in the first major content patch following launch, but the requirements will not involve reputation this time. This was first teased in an
interview with John Hight and HazelNuttyGames
where it was stated that Renown would be needed instead of reputation. Now, in this most recent interview, Ion confirmed that flight will be tied to completion of the main covenant campaign and successive chapters, which requires high Renown to unlock--but fear not, Renown will have catch-up mechanics.
In a later interview with Ion, we followed up by asking if there would be portals to covenant sanctums with the absence of
飞行管理员的哨子
. The answer was basically--set your Hearthstones to the covenant sanctum since you'll get a portal to Oribos through upgrading the transportation network.
If you upgrade your Transportation Network to level 3, that actually also adds a portal to Oribos from your sanctum and so at that point, players should feel free to set their hearths in their sanctum and have free access to Oribos and the other zones from that and that becomes a quick shortcut.
