Legendary Cloak Sanity Effect May Not Work on N'zoth Raid Encounters

With a tooltip update to the Legendary Cloak in this PTR build, the tooltip of the Legendary Cloak seems to hint that the Sanity Reduction effect may no longer work in the Ny'alotha raid.
Previously
In the 8.3
Development Preview
, Ion Hazzikostas mentioned the following:
This cloak may actually also come in handy when you face off against N'zoth himself, further down the road.
In addition, the tooltip of the cloak formerly read:
Reduce Sanity loss
from all sources by X%
.
This does seem to indicate that the cloak would reduce the sanity drain at all times.
Now
Now, the tooltip of the cloak has been changed to the following, indicating that the Cloak only reduces Sanity drain from Horrific Visions, excluding the two N'Zoth boss encounters. These boss encounters also use the Sanity mechanic.
Reduce Sanity loss from all sources bywithin the Visions of N'Zoth by X%.
This hopefully means that Blizzard can tune the raid Sanity mechanics around common ground, rather than varying amounts of Sanity resistance.
Upgrading the Cloak is still Important
Upgrading the cloak will still be important, even if it doesn't reduce Sanity Drain on the last two encounters because:
You still get Corruption Resistance, allowing you to wear more and more Corruption gear.
The Item Level of the Cloak increases every rank increase.
You get an
On Use
to remove all Corruption Effects for 6 sec at Rank 6
You get a Main Stat Proc for 15 seconds at Rank 13.
