in the same manner that Essences and Azerite bonuses do. Because the Heart's effects are disabled in Shadowlands zones, that means the legendary proc should no longer activate in Shadowlands content.
While the cloak still has a high item level and contributes a lot of extra stats to keep it relevant throughout the leveling process, the proc was powerful enough to keep it competitive well into endgame level 60 content. With this change, a high rank cloak should still be useful while leveling and possibly into early level 60 dungeons, but will be replaceable by new gear rather than retained simply for the proc effects.
Your spells and abilities have a chance to increase your $pri by 359 for 15 sec. Requires the Heart of Azeroth.
