What is Scaling PvP Gearing?

, each piece of PvP gear had two item levels. If you wear this gear in a PvE situation such as dungeons, raids or open world content, it will have a lower item level. However, if you enter a PvP situation such as War Mode, Battlegrounds or Arenas, it will scale up to the higher item level.
For example, the three different types of gear for a given WoD tier were:
Wild Aspirant's gear

This is big news for PvP players, as gearing through only PvP can be very slow if you only PvP. It can quickly be overshadowed by Mythic raiders doing multiple splits runs of the raid and/or Mythic+ players spamming keys for mid-level gear. At the start of the Season, many PvErs had such a large gear advantage over PvP-players, that was frustrating to PvP only players. While this probably won't completely level the playing field, it will close the gap between PvE and PvP players at the start of the season, when they take part in Arenas or Battlegrounds.
This can also help players who are just returning to the game, as it offers Blizzard another gearing tuning nap. They can tune the entry level Honor gear to scale faster than the Conquest gear in PvP environments, allowing for players to more easily enter the arena on a fresh character and not get stomped by fully geared players.
