Perhaps I am mistaken, but I for one find it ridiculous that between Dense Fog and Icy Water this is the only mission of value if you subtract the missions that your faction can't get (I.E. Zangar Sea for Horde). And, of course, Alliance gets the advantage. Not saying it doesn't make sense that this has Dense Fog, but that there really should be an Icy Water equivalent for balance sake.
I was able to get this mission to 98% utilizing carrier/destroyer, both undead crew and all counters covered besides one cursed crew.
Lost this mission with 91% :( it will not be up to try again like the loot cache so beware, you will just have to find it again
I failed this mission with a 98% success chance.
I used a Carrier (Counters Battleship) with a Human crew (Increases Success Chance)
equipped with both a True Iron Rudder (Counters Evasive) and a Ghostly Spyglass
(Counters Cursed Crew). This ship completely takes care of "The Last Wish" battleship
My second ship was a Destroyer (Counters Submarine) with a Human Crew (Increases
Success Chance) equipped with both a Felsmoke Launcher (Counters First Strike) and
a Ghostly Spyglass (Counters Cursed Crew). This ship completely counters the other
ship "The Shiv".
The only thing I could not counter was the Dense Fog, but having two human crew
members gave me the extra success chance bringing me to 98%. I certainly expected
to win with those odds and was very disappointed after waiting 2 days to find out
that wasn't good enough.
Maybe using two Pandaren Crew members would raise the chance to 100% since this
is a "long" mission.
After doing some more looking around I see that a Draenic Crew counters Dense Fog.
Using a Draenic crew member on either of your ships should solve the problem of
100% mission success, allowing you to have any crew member on the other ship. An
elf crew on the other ship (for example) should cut your mission time from 2 days to 1 day.

After spending about 7k worth of Garrison resources on Rush orders and making ships, I finally got a carrier and destroyer with Pandaren Crew and thus making the mission success chance a 100% Thankfully. It's times like these that I wish I was Alliance lol
After the recent Shipyard changes:

I just wonder if I need to clean all the treasure missions every day to have a better chance to get this one, or if it's completely random, and I just have to check the mission table every day to see is the mission is there.
Up until about a month ago I still had never seen any of the heirloom ring missions. I have only one level 100 character but I had done missions with him pretty much every day. By that time I had completed the mission for
at least six times. I tried to read up on it and there are some various theories on what is required. The main claims seems to be these requirements:
Level 3 shipyard
At least 675 item level on character
At least 675 item level on garrison followers
Equipment blueprint: Ghostly Spyglass
I'm pretty sure I have fulfilled the first three more or less since the patch 6.2 went live. Hard to be sure this long after. But I had not bothered to collect the blueprint. So now I went over to Tanaan, found
, killed him and got my blueprint.
Now as any story like this mine is all anecdotal and some will claim it's only RNG at play but the first week after getting the blueprint I got my first mission for an heirloom ring and now I have successfully completed all three of them. I don't know about the first three requirements but I do believe you need the blueprint or the heirloom ring missions won't spawn.
I achieved 100% on this mission using the following:
I have been researching this mission since I have been having trouble getting it to pop. After doing all the requirements it takes to open the possibility of receiving this mission, it looks like you need to keep the top right and bottom left corners of the map clear of as many missions as possible, because apparently
For Hate's Sake
only has a chance of appearing in these two areas if there is room to do so; so if there are already too many missions in these two areas, it most likely won't appear on top of them.
After figuring this out (hopefully) and doing this for a few weeks, it appeared in the top right corner for me. A few of my guild members also followed this and the mission appeared for them soon after too. If there are too many missions in both corners to deal with, I would try to keep the top right clear the most. Because most of the people I know say they have found it in the top right corner, and Wowhead also has its location set in the top right corner. But I have heard of it appearing in the bottom left as well, so I figure better safe than sorry. I hope this might help someone else get this mission to appear for them as well.

Anyone still trying to get this ring in July 2018, while waiting for BfA? I wish the dang mission would pop. I'm clearing out northeast missions every day. I have all the other heirloom rings, but I'd like to have this Strength ring.
To get 100% succes chance on all heirloom ring naval missions (as alliance) get the following:
Destroyer - Human crew - Ghostly Spyglass - Felsmoke Launcher
Carrier - Human crew - Ghostly Spyglass - True Iron Rudder
So disheartened about this mission.
I got the other two fairly shortly after getting my shipyard to level 3 and equipping one of my ships with the
, but for some reason this one just refuses to show up even after months of constantly clearing out the NE portion of the mission map.
I see in the comments that some have gotten this mission within a couple of days after doing
