The description would be correct were "destroyer" and "battleship" reversed.

Battleships (BB) are large capital ships with thick armor, some of it designed specifically to counter the destroyer's (DD) main weapon: the torpedo.

Destroyers are small, light vessels which depend on their maneuverability to get in close to their targets, turn broadside, and launch their torpedoes. The battleship crew attempts to fire on the destroyer using their ship's armament, hoping they can destroy the destroyer or force it to turn away before it gets in range or before it can launch its torpedoes.

Some destroyers also have deck guns, but they aren't very effective against battleships or cruisers; they're mostly for fighting smaller vessels than capital ships or for harassment/morale impairment.

The most famous destroyer victory in history is likely the Battle of Samar at which Taffy 3, a small USN fighting force including destroyers and escort carriers, was able to hold off a far-larger Japanese force through luck and bluster.
