It requires collecting 3 x 世界血脉情报, a reward from the weekly联盟的艾泽里特.

调查传言 is added to your Mission Table immediately when turning in the quest世界血脉的传言
You need 250 战争物资 to start the mission. The mission requires countering:
Falstad Wildhammer with 战斗专家, Tauren Earthshakers with 远程部队 and Silvermoon Sorceress with 骑兵部队 and it awards the next mission.
找到钥匙 is added to your Mission Table immediately when you complete 调查传言. You need 250 战争物资 to start the mission.
The mission requires countering Patch with 专家技师 and 2x Ticker with 骑兵部队 and it awards the next mission.
追踪世界血脉 is added to your Mission Table immediately when you complete 找到钥匙.You need 300 战争物资 to start the mission.
The mission requires countering 深海, Azerite Behemoth with 特工 and 2x Incandescent Azergem Crystalback with 近战部队.

My mission table is telling me that I can't start the mission. I suspect it's the champions' iLevels. The summary box above says the minimum level is 800. I see no way of inspecting this at the mission table, but all the champions have only 3 of their 4 abilities unlocked.
