Outpost is located in Tiragarde Sound (North at 62.23 13.42)

This steps unlocks windrider in Tiragarde Sound <= map
Now you have to wait for the next Rare follower mission 狼群巢穴 to pop up
After 3-6 hours you get 岗哨升级物品任务报告：狼归巢穴 quest.
Following quest 狼归巢穴 is upgrade outpost quest for this outpost

After completing this mission & the travel-to-the-outpost quest that follows on I got...

...two wolves sitting out front of the cave and three adolescent wolves running around.

They don't seem to do anything. Possibly there's going to be a later follow on?

But so far it seems purely cosmetic.
