You buy 侦察报告：狼穴 from 兰莎·灰羽 (The Honorbound emissary)
/way Zuldazar:Zandalar 58.06 62.66 The Honorbound Ransa Greyfeather
/way Dazar'Alor:Zuldazar 50.08 99.66 Ransa Greyfeather
It unlocks follower mission 狼穴 (狼穴)
After 3-6 hours you can take a quest 任务报告：狼穴.
If you had full bags, check your post for the item
Following quest 狼穴 is to go and build outpost.
Outpost is located in Tiragarde Sound (North at 62.23 13.42)
/way Tiragarde Sound 62.23 13.42 Wolf's Den
This steps unlocks windrider in Tiragarde Sound <= map
Now you have to wait for the next Rare follower mission 狼群巢穴 to pop up
After 3-6 hours you get 岗哨升级物品任务报告：狼归巢穴 quest.
Following quest 狼归巢穴 is upgrade outpost quest for this outpost
