This is one of ~~five~~ four new legendary meta gems coming in 5.2. It is a reward for completing 苍穹之冠 as part of MoP's legendary questline:

电容之源钻: +324 Crit & Chance on striking with a melee attack to gain Capacitance. When Capacitance reaches X charges, you will deal a Lightning Strike to your current target for 100 Nature damage.
英勇之源钻: +324 Int & Chance on casting a helpful spell to make your next spell cost no mana.
不屈之源钻: +324 Stamina & Chance on being hit by a melee attack to gain a 20% reduction to physical damage taken for 15 sec.
阴险之源钻: +324 Crit & Chance on dealing spell damage to gain 30% spell haste for 10 sec.
专横之源钻: +665 PVP Power & +775 Resilience. In build 16503 this is no longer legendary!

Blizzard confirmed on 7/29 that these meta gems will work in Patch 5.4 Siege of Orgrimmar helms: Source(##RESPBREAK##)2##DELIM##perculia##DELIM##

A quick Google search shows the spell that this procs, Tempus Repit, is a combination of two Latin words meaning "time crawls" or "time creeps"; and since this increases your spell casting speed rather than hinders it, one can only assume this little thing will change time itself and plane you out, so to speak, for the duration of the proc and as we've seen with spells similar to this in the time sense, I hope this will have a neat little clock/fade type visual with it also, giving that extra legendary show off feel since meta gems are not visible unlike entire weapons.
This also has the same spell haste buff (30%) as Time Warp, though a quarter length duration, making this essentially a mini personal Hero/Bloodlust proc.

I want to know what the softcap on this is though before I get too excited. Something this powerful will have a hidden line in the coding that prevents it from happening too often. I would not be surprised if this is limited to once every 60 secs. 30 if we are lucky. And that may prevent it from being nearly as powerful as first advertised. Blizz needs to get on this in a blue post and say what the frequency of these procs on all these gems are supposed to be. I am still head scratching on why the primary stat given is Stam. Really? Stam? So I can still get 1 shot by any basic melee in a dungeon as a clothie? GTFO Blizz and give me some Int.

These are great gems, but I am confused as to why they all have stamina, instead of strength, agility, and intellect.

As noted, the buff given is 肾上腺素.
The trigger, however, is Haste Trigger. In the spell details it shows a proc chance of 100%. This either means it has a proc chance of 100% and an internal cool-down (ie. proccing each first spell and then not proccing at all for a certain amount of time, possibly 90 seconds), or the details are not finished yet.
Either is pure speculation at this point. Would be cool to see how it actually turns out in the end with regards to proc chance and internal cool-down, and in turn the average up-time and implications on rotations and such.

At the reported 0.84 RealPPM with a 10 second duration, this works out to an average uptime of 14%.

Assuming uniform sustained dps and a perfect scaling of dps with haste (ie no GCD capping) this implies a maximum overall dps improvement of 4.2% for the proc. If your main nuke often skirts the haste hard-cap when haste buffs are up (eg. Elemental Shaman) it could provide considerably less benefit.

If this gem is indeed meant to replace, instead of augment, our current dps caster meta gem Burning Primal Diamond, this seems like a lackluster tradeoff at best. For most caster dps classes intellect is highest in the stat priority and crit is dead last (ie losing 216 intellect to gain 324 crit is probably a loss for everyone, except maybe boomkins). The haste proc may have a slight edge over the 3% increased crit damage buff, but is it enough to compensate for the loss in primary stat?

In summary, seems like more of the same disappointing "legendary" vendor garbage we've come to expect from this expansion.

EDIT: The updated RealPPM proc rates are posted here and are spec-specific and range from to 0.302 ppm to 1.891 ppm. This implies a ridiculously wide range of expected uptimes from 5% to 31.5%, based on your spec. Remains to be seen how this is going to pan out in real encounters.

Once you collect 20 帝国秘史 and 40 延极锭, you will get a quest to kill 纳拉克 and siphon his essence. Afterwards, Wrathion will ask you to meet him on the top of the mountain like in the 5.0 quest, and reward you with one of the legendary meta gems. The quests to collect 12 泰坦符文石 and kill Lei Shen appear to just be follow ups.

Just in case there is another curious Paladin like myself that Wished they too would be able to benefit from this mini Blood Lust. Both Prot and Ret would love them some Haste. I took the time and the 5 primal diamonds do to a little research and Development, but alas it is Spell haste and not the Melee Haste that Sanctity of battle needs. So unless your into having 0.9 sec FoL cast times. or A 6 sec rez cast time don't bother. Save yourself the 5 primals diamonds. I'm sure this will be downrated to all hell but I can't be the only one wishing this could be used by my ret paladin. I had searched the internet before hand and nothing had come up about it. So i decided to test it out myself and in conclusion it appears that the Capacitive Primal Diamond is the obvious way to go. Hopefully this message will reach others who may be dumb enough to try and use this in their Melee DPS meta.

I admit my faults so that others may learn from the error of my ways. plz be gentle with the downvote button.

looks like there's a minimum iLevel requirement on the helmet to gem, i tried to gem it in my 496 helmet and got the error message "The item is too low level for that gem." comments on wowdb also report that 2/2 upgraded t14 helms at 504 ilevel also won't accept the gem.

Guess i'll have to wait for a Throne of Thunder helm.

I'am able to put this gem to my 517 helm.
I think requirement is 502 "base" ilvl (since gem doesn't fit on 504 upgraded helms), which translates, either t14 heroic helms or any kind of throne of thunder helms. (or 522 craft helms)

Battlegrounds and Arenas

Legendary Metagem effects (Capacitive Primal Diamond, Courageous Primal Diamond, Indomitable Primal Diamond, and Sinister Primal Diamond) should no longer have a chance to activate while in an Arena, Battleground, or Rated Battleground.
