. Apparently, there are a lot of people who are finding these in Townlong Steppes as well, all of them seem to report catching it from pools of Redbelly Mandarin.

So far, catch rate is less than 1% on these. It's going to be tough if you are on a PVP server.

Got this today out of a REGULAR redbelly mandarin pool in Vale of Eternal Blossoms. Also, it was the second fish from a cast while I was using Ancient Pandaren Fishing Charm, so unsure if it just comes with a primary fish normally or benefitted from the charm directly. happy fishing!

I just received one of these while fishing in a Crowded Redbelly Mandarian pool in Townlong Steppes.
I caught one in Townlong (Fields of Niuzao). Took me about 700 tries. And you don't need to be 600 to fish it.
I just wanted to confirm that I just caught one of these guys in the Fish of the Day pools in the Fields of Niuzao from a Crowded Redbelly Mandarin pool.
It took me 321 casts in pools from the time I started.

I just fished up a Tiny Blue Carp from one of the Crowded Redbelly Mandarin pools in the lake North West of Niuzao Temple and just wanted to add my piece.
My fishing skill is 482 and although I was using the
Weather-Beaten Fishing Hat
Jeweled Fishing Pole
, they did not bring my fishing skill up to what I would consider a "high" level.
I cast 15 times and fished up a
Flying Tiger Gourami
as a secondary fish on my 11th cast. Pity I had already handed in my rare fish quests for the day.
I was not using the
Ancient Pandaren Fishing Charm
and although a lot who have fished it up are saying that they were, (in my opinion) I'm not sure it makes that much difference. The fact being that it grants you the chance to find extra "primary" fish, where as the Tiny Carp, and any other pet, mount and/or quest fish appear as a secondary "bonus" item regardless of whether you have the charm or not.

I got this today while fishing NOT from pools, (free-fishing in the river) in Vale of Eternal Blossoms, while wearing fishing gear that brought me up to 785 fishing skill. It was looted alone, not accompanied by another fish, so it is obtainable without junk cap (area junk cap is 825) and it is obtainable without pool fishing.
Just to add in a little info:
I just fished this up on my level 86 Death Knight, in the Vale, not in a pool.
She only has 396 fishing skill. Not using any lures or other bonuses.
Good news for those like me who like leveling their fishing on alts - send the toon to a useful spot to do so!
I fished this beauty up yesterday in front of the Mogushan palace with the Jewel Danio daily event. I also had the charm buff but I did not use any other buffs since I was at 600 fishing skill. He came as a secondary catch to a jewel danio... I think people are reporting having the charm buff because just like bonus rolls the buff gives you one more extra chance at loot.

I just caught mine during the Jewel Danio event in the water around Mogu'shan Palace.
As for the specifics...

590 + 75 + 30 = 695 at time of catch.
Large Pool of Glimmering Jewel Danio Pool
This was about my 30th or so catch, came as a secondary with a Jewel Danio. I also got several sealed crates and a Flying Tiger Gourami. I didn't see where the Pandaren Charm seemed to matter as much, but certainly helps with farming. It is obvious you don't need to be maxed out in fishing and decked out in gear, just keep trying! I definitely suggest trying during the super spawns of fish pools, and just use whatever you have to boost your fishing, maybe you'll get lucky like me!

To add my experience with catches here for other people trying to get it:
Got mine on an alt at Fields of Niuzao, Townlong Steppes (35, 54), by fishing from a normal Redbelly Mandarin School, during rain (I've noticed other people mention catching their Tiny Red Carps during rain there).
Skill is irrelevant for fishing from pools, but for the curious, I only had 30 fishing skill on that alt and just using the basic fishing skill (no pole, no lure, no buffs of any kind):

I just caught a second Tiny Blue Carp today, from Crowded Redbelly Mandarin Pool. I caught my first one a month ago, after a few hundred casts.
Just caught my first Tiny Blue Carp early this morning. Came as a total surprise to me. I was fishing a Jewel Danio School near Mistfall Village. I couldn't tell if I caught this in open water or from the pool, but it came as a secondary catch. I can't say for sure how many casts as I wasn't intentionally fishing for this (until I caught this little guy, I had no idea these pets existed). I'd say no more than 20 casts total within the Vale.
These are fished from open water in the Vale of Eternal Blossoms,
any Jewel Danio or Redbelly Mandarin pool (including the Fish of the Day pools).
If you are fishing in open water in the Vale, the greater your fishing skill (up to 825) the greater are your chances of catching it.

When you learn to summon these carps are they rare quality or uncommon if anyone knows to tell me :)?
To clarify the discussion about the Golden Carp dropping the pet, the guides don't say you can't get them with a Golden Carp- they say you can't get them with a Golden Carp that is the result of a failed cast.
The way that fishing works is that regardless of skill, you can fish anywhere. And regardless of skill, you do have a chance, even if it is a small one, of having a successful cast in any open body of water (pools require no skill, and are always successful, I believe). The recommended skill levels for each zone aren't the levels you have to have to catch the pet- they're the levels you have to have to never have a failed cast, and therefore have the best chance of catching the pet.
There are two loot tables for each body of water with fishing- one for a successful cast, and one for a failed cast. In pre-Pandaria bodies of water, the successful loot table has all of the normal fish for that area, and the occasional crate, potion, etc. The failed loot table has all that low-value grey garbage like sickly fish and bent hooks and such. However, in Pandaria, the failed loot table always rewards Golden Carp. The successful loot table rewards one of the normal zone fish, which can also include Golden Carp. So when you catch a golden carp, it is impossible to tell if it was a successful or a failed cast, and the pet would only have a chance to appear if it was a Golden Carp from the success loot table, and not the failed one.
So it is good advice that the best shot you have to catch them is to get your skill level to the point where you have no more failures, but that doesn't mean that you wouldn't still be getting Golden Carp- just that you wouldn't be getting any more with no chance at the pet. It also means that if you don't have the skill levels that people are recommending, you do still have the chance to pull up this pet- your odds just go way down.
There are definitely people who are getting this pet as the secondary on Golden Carp, but that doesn't mean it appears on failed casts. It means that RNG smiled on them on one of their successful casts, that happened to be a Golden Carp.
In 5.4 there will be no waters in Vale so
will be unobtainable there. However, carp still can be fished in Townlong Steppes.
Do we have to fish this pet from a pool or is it obtainable from the open waters in the locations (The Vale and TS) mentioned above ?

I got mine after 34 casts in the Vale of Eternal Blossoms from a Glimmering Jewel Danio Pool in the Mogushan Palace pond.
Fishing skill was 600 + 37 (forgot to click my fishing hat -.-)

I just caught one of these in Ruby Lake on the Timeless Isle while waiting for Garnia to spawn.
On Timeless Isle, I was waiting for Garnia to spawn at the Ruby Lake, so I started fishing to pass the time. I fished up one of these without even trying, or knowing that it could be fished there! So if you are bored while waiting for Garnia to spawn like I was, start fishing and you might get lucky like I did! Although I do not know about the other tiny carp.
On timeless Isle today , i was fishing Jewel danio when i had this fish , so it can be fished in few places
I can say without a doubt that the best place to find these is the schools of Crowded Redbelly Mandarin in Townlong on fish day, when

in Halfhill Market tells you it is fish day in Townlong. I'm doing my guild fishing achievement, and at least trying to get 200 fish from pools per day.
By the time I'd met my quota, I had found THREE OF THESE, all within the first half of my fishing time here.
Just a little tidbit: When I had three in my pokedex and could learn no more (because I'd bought one already, thus my third catch had to sit in my inventory) I found no more. So if you can, learn them immediately, just in case this find is significant, so you can catch another one.
Got one at the timeless isle lake
Illness had kept me confined to an inn for months. About 1 moon ago, I was set to return to the world. My adventures had once again led me down the path of befriending the world's various creatures for my farming and stable facilities.
One such creature had continued to elude me, the Tiny Blue Carp. A cousin of this fish crossed my path before. A green carp now graces my aquarium. I had heard strong word that the Blue Carps had fled the Vale since it's horrific corruption and set flight for the Timeless Isle. Reported sightings in the central lake by the Celestial Court had piqued my interest once again. I took with me my best fishing pole, my trusty fishing hat, my newly acquired fishing chair and an empty tackle box. I also has an old charm used by the ancient Pandaren. Stories of this charm say it has a mysterious power that draws more fish to the area when you are fishing.
I set up along side the edge of the lake. I quickly found myself catching from a school of Danio and while I knew there would be plenty of fish that afternoon, the Carp would surely remain hidden. I was prepared for an extended outing. But, just moments after setting up, a Blue Carp swam by my lure and took it! I had no other choice but to spare the life of such a rare fish and it now accompanies its green cousin behind my aquarium glass.
My travels will now take me to the far west of Pandaria, for the Red and White Carps have proven more evasive than their Green and Blue relatives. In time, I will return to document them.
I just fished up 2 of these in 3 casts whilst fishing in
in the Mossgreen Lake on the Timeless Isle. It was the last casts before
appeared. Perhaps just RNG luck.
The pet journal states: "These little guys can be found in the waters of the Timeless Isle, or swimming alongside Jewel Danio or Redbelly Mandarin."
Once upon a time i spent hours and hours within days and days fishing for this little blue cutie. Then...one day while it was raining outside Stormwind...i visited our trusty Trade District Auction House....and BAM! caught one first try!
Just fished one up in Ruby Lake while waiting for Garnia to spawn:
Caught a second Tiny Blue Carp, again in Ruby Lake (63,30). Two catches in just over an hour with 599 skill (I think I was around 550 skill when I got the first one) I received the carp as a secondary fish to a regular old Golden Carp. Fishing buddy showing that I got both in 315 total casts into the pool.
I been fishing in timeless isle for hours, cant figure out how to get to the ruby lake though, so I went and fished in the other small lake there...must of fished up 1000 fish there...no joy. Will be trying again later

Don't know how but i just caught the (tiny blue carp) from the timeless isle in the pond with Garnia, i have a fishing skill of 112 and used Nat pagle's Extreme Angler FC-5000. no lures or bonuses. Maybe i was just lucky as i lvled up. ?
Took me three rounds of fishing to get this lil bugger. Using Nat's Fishing Hat Lure and a +35 Fishing Rod (885 fishing in total).
First round was first some 620 casts in Ruby Lake and then another 30-40 in the pond in Ancestral Rise in the Vale, total 658.

I already had the other tiny carps, and was on Timeless Isle farming the various pets there. My second to last was
, so I fished while camping Garnia, but I got the droplet on my 6th kill, so not much fishing. Then I hung out at Mossgreen lake, fishing. I fished through the entire first season of The Good place, and a very long test prep quiz generator thingy. I spent most of 2 days fishing, with no luck. On the third day i fished up the
- which, considering how much I've fished over the years, was FANTASTIC. But it wasnt a tiny blue carp! I got frustrated and went on other toons to farm for a
, and spent some time leveling pets (and an alt).
Finally today the thing dropped for me. I think that was 10 days of hunting for that elusive blue fish!
In case you were wondering, you can fish up Tiny Blue Carp without any problems on prepatch. Profession squish didnt bug it out. Got my carp after 177 casts, fishing in Ruby Lake on Timeless Isle. Normal fishing skill + artifact pole.
Took me 661 casts at the Ruby Lake on the Timeless Isle where Garnia spawns. There is only open water there, no pools.
For those, like me, that have a difficult time accessing the Ruby Lake area, I can now officially verify that it CAN be caught in the Ancestral Rise in the Vale even though there are no pools that spawn there.
Here are my details:
Fishing Skill: 185 (Natural 150 + Underlight Angler + Nat's Hat and buff + Tuskan Spear + Ancient Pandaren Fishing Charm). Not sure if the charm does anything outside of pools, but figured why not since it doesn't interfere with anything else.

Fished up over 1200 Redbelly Mandarin from Crowded Redbelly Mandarin pools in Townlong Steppes today whilst using the fishing charm and still haven't seen this pet drop, dunno if I'm doing something wrong or if the RNG gods have just turned their back on me.
This dropped for me after 5 casts in the Ruby Lake with 191 fishing skill (Post 8.0 skill squish for fishing), in open water, not a pool.
This was after nearly 600 casts in Mossgreen Lake, in the Timeless Isle.
I have no real proof but my catch rate at Ruby Lake for Jeweled Danio was much higher at Ruby Lake than Mossgreen Lake meaning to me at least that the higher the chance of the fish listed in the carp's item description the higher the chance of the carp actually dropping. Just a thought for those still looking for their carp friends.
Dropped from fish of the day pools of Redbelly Mandarin as of today. Patch 8.2.5.
I finally got this pet after 3 days of fishing at random spots: Garnia's pools and Fields of Niuzao (both open water) but neither of those yielded the carp until today when Redbelly Mandarin was the Pandaland fish of the day.
There I was... 3 days into my fishing farm for both the Tiny Blue and Tiny Red Carps.. Thousands of Redbelly Mandarin fished. Today Redbelly Mandarin was the special fish of the day; so I decided I'm going to fish all day. Well I didn't fish all day but still... I was beginning to lose hope. I went to the official forums to make a satire post about the Tiny Blue Carp eluding me when... not three sentences into my post that familiar loot clunk! I had finally obtained it! All it took was the threat of a call out post for it to drop.
Caught today after 22 casts in open water in MoP.
I was finishing up my Angler Dailies and decided to hang out with Nat Pagle and talk about the daily news. I caught a small octopus I thought he may be interested in, and then the next cast I snagged this little fellow.

Got it after cca 270 catches in Fields of Niuzao near Seeker Zusshi. I fished out one Large Crowded Redbelly Mandarin school and the rest regular Crowded Redbelly Mandarin schools.
Got mine quickly (just over 30min) fishing at the base of the Ruby Lake waterfall. Puzzling how much less expensive this is on the AH (on the server I use, at least) than the red one despite people's reports that the red one takes 10 times longer to get.
