This is the upgraded version of 高贵的乔丹法杖.
Upgrading to the level 85 version will cost one 高贵的乔丹法杖 and an additional (yet to be determined) amount of Honor Points.
As of today, there is no set release date.

"So far PvE heirlooms only had upgradable options from vendors--PvP heirloom vendors did not have any new options. We have datamined some upgraded PvP heirlooms that may appear in a future PTR build."

Not worth it once you get to 80. Go with some boe blue weapons at 80 and 81 like Wand of the Exiled Path
, then go with the blue boa staff or sword at 86 because of the massive spell power difference.
