Confirmed on the PTR 17 Nov 2012 that this does affect one-time quests, so with double rep enabled, doing all of their quests including the dungeon should land you around 7,500/12,000 Honored, enough to unlock Valor cloaks and 3-4 days away from Revered. Your exact number will vary according to guild level, Diplomacy, and other perks. Like all Grand Commendations, this affects all characters on your Battle.net account, regardless of realm or faction.

Grand Commendations becomes available for purchase at Revered reputation with a faction. The gain will affect that character's grind from Revered to Exalted as well as all future toons on that account (both factions, all realms, all battle.net accounts) for all rep levels, forever. The bonus
stacks with both
, doubling the amount of rep received after they are applied.
For example, a quest that gives a 250 base reputation gain (like
) will give: 250 rep + 25 (guild) + 25 (human) = 300 rep * 2 (Grand Commendation) = 600 total rep
The item can be purchased and used more than once, but multiple uses will have no effect, so buyer beware. In order to see whether your account has a particular reputation bonus, open up the reputation tab of your character pane;
reputations with the bonus will have a golden arrow on the right side of the reputation bar
. Mousing over this golden arrow will reveal the text: "Bonus Reputation: Your account has unlocked bonus reputation gain with this faction." (updated for 5.2)
Grand Commendations for all the factions
On 5.1 you'll notice you have the reputation buff each time you earn some.
It will say: "Reputation with X-faction increased by 550 (+275.0 bonus)"
Also there is no duration for this buff (it's permanent).
Once this item is purchased you must click on it to use it. You do NOT get the double rep by just having it in your bags.
Appears to be a permanent bonus. I have gone 72 hours and two daily quest resets and still have this.
Works from as soon as you hit revered on ANY character and affects ALL characters. If you have multiple quests to hand in and hit revered while doing so, buy this BEFORE you hand in any more as subsequent quests will benefit from this.
For 50g base price, this is the biggest bargain in the game, especially as you will have rep discount applying by the time you can afford it. Hell, I'd be happy if it was 500g and didn't get discounted! I don't mind rep grinding, but I'm not gonna object if they make it easier after the first char, but not hand it to you on a silver platter. Also, kinda makes sense ... 'oh, you know such-and-such character? you must be all right ... but you still need to prove yourself to us a bit!'
Haven't been able to confirm this yet but it seems like the rep gain for other characters you might have is only gained if you have that faction on your reputation list, the faction doesn't get added to it so you get the rep. If anyone know if this is the case please confirm it,

I have a fresh lvl 100 toon that I'm getting shado-pan rep. I've gotten the accomodations way back when they were relevent, but I'm not getting any bonus rep added now. The text reads, "Reputation with Shado-Pan increased by 500. (+250.0 bonus)", but the reputation tab only shows it going up by 500, not 750.
