Currently in Beta you can find this in Nesinwary's Safari in The Valley of the Four Winds. Once you do the quest to kill 15 foxes it will appear.

Pretty hilarious whenever you see it though, disgusting thought though :P

When I first used it and I saw that it had an attack-button, I was hoping for something awesome like missiles or a machine gun or something.
Turns out it's melee without even an animation :(
At least it does respectable ~20k damage on critters. Will test it on a pvp-flagged ally next. That should make up for the overall disappointyness of the foxicopter so far - if it works.

For players out there who wish this helicopter on a lower level, yes you can get it, but you cant use it. You will get a message that says "Your target is too low level".
Edit: Now with the toy box released in 6.0.2 you can use it at any level!
