MoP Vanity Items Guide states that this comes from Weed War, but having completed that quest and not receiving this item, I am assuming it was removed. With the prohibitively long cooldown and lack of any buff, I'm not sure why.

Previously unavailable, this item was added back into the game onto a vendor in Dazar'alor. Even though it's a horde area, alliance can still buy this item if they run up to the vendor.

Still obtainable at the coordinates in above in Dazar'alor. Vendor is Yuyan, on the middle floor with a bunch of other BFA-profession vendors.
