Specifically, the vendors which sell this (unlimited amount) spawn only on the 4th of July.

It also appears to be unavailable to Horde except through the neutral AH.

Available from vendors on the last evening of the Midsummer Fire Festival (July 4th) on US servers. On EU servers, the vendors appear only on Peon Day (September 30th).

Wowhead has not yet gleaned all the data of these NPCs at the time of writing. Wowpedia has, however, so here's a handy list of links to each NPC.

* Wizbang Booms in Ironforge (29.5, 65.3)
* Lillian Singh in Stormwind City (62, 70)

Horde
* Kizzak Sparks in Orgrimmar (74, 27.6)

Neutral
* Jaxxil Sparks in Ratchet
* Ziggle Sparks in Booty Bay (27.5, 77.6)

I suspect there are more vendors which have not been documented, as they are only available one day of the year.

I would suggest picking up a bunch of these, since they're only purchasable one day they're hard to come by, plus they are BoE and can sell for a lot on the auction house. If you've got some extras, wait a couple months after the holiday to post them. Bank alts and RPers especially would buy this, though some people like me would want it just because it's sparkly :)

Only available from vendors on July 4th (US) and September 30th (EU). Check AH other times of year.

There are 3 types of sparkler off-hands: 蓝色烟花, 红色烟花, 白色烟花
- Despite what the <Holiday Fireworks Vendor> NPC's "Sells" tabs might say, each vendor sells all 3 colors of sparklers, and none indicated limited quantity as of 6.2.3.
- Cannot currently be transmogrified, but 超级能量加速器 and 乞求者的魔杖 look like the Red Sparkler.

莉莉安·辛恩 - Stormwind (Trade District - 62.41, 70.20) behind the Hero's Call board
维兹班 - Ironforge (Commons - 31.50, 61.93)
加克希尔·斯巴克斯* - Ratchet (Inn - 66.85, 74.74)
