Windless Isle is the largest island located within the Jade Forest zone and is a bit south east of SRI-LA Village.
Update 3 Aug 12: Additional locations are Dreaded Wastes and Townlong Steppes, highest quantity is in Dreaded Wastes "The Briny Muck". Always located in areas where there is water nearby.
Requires 600 in herbalism
Also found one on edge of small pool in Townlong Steppes, at approx 81.1, 88.1

Green Tea Leaf
And the Sha-Touched Herb
, which is looted from the Sha-Touched Herb. Both Snow Lily and Desecrated Herb come from the Sha-Touched Herb.
Edit: I looted
from a few Sha nodes. They seem to give either Green Tea, Snow Lily, or Desecrated Herb. Although, Snow Lily and Desecrated Herb seem to be most common.

This is the only "premium" herb for milling, and at the moment (10/3/2012) is the only herb whose price is still elevated.
If you like to make gold by herbing, head over to Briny Muck. I picked 26 stacks in 45 minutes on a level 86 toon on a ground mount. Currently it's going for about 550g a stack on my server.
If you have a scribe it's still better to mill it and make cards for the Faire though.

It's not on the drop data for Fool's cap, but im certain that i have had Golden Lotus drop from this once or twice, anyone else had the same?

There are tons in the upper and lower sumprushes in the townlong steppes. i had two stacks in about an hour.
As of patch 5.0.1 This herb generates roughly a 50% chance to generate Misty Pigment while milling. This is a significantly higher/double the chance to gain this pigment from other white quality MoP herbs.
This herb is always found in or near shallow waters and can be found in the Jade Forrest, The Townlong steppes, and Dread Wastes. The Dread Wastes has significantly larger amounts of nodes and is probably your best option for farming.
The Lake of Stars offers a very condensed group of nodes, however nearly all the nodes are closely guarded by level 90 non-elite aggressive mobs. This makes the Briny Muck the best option for farming this herb.
The price of this herb signficantly increases just prior to and during the Darkmoon Faire due to it being the only period in which Darkmoon decks can be exchanged for high end trinkets. The Decks are composed of cards which can only be made by an inscriptionist using ink that requires misty pigments. Due to this being the best chance to generating Misty Pigments, its a popular choice for players with inscription.
Dread wastes, Briny muck, seems to be an excellent farm location for this. Lots of herbs in a fairly even, small area. Just flying around for a few minutes will quickly net you a few stacks. A few hours on a druid, and youll easily have full bags, repeatedly, with a good amount of golden lotus in your bags as well.
every mill always nets shadow pigment (usually 3 or 4) and most likely 1 misty pigment, sometimes 2. After milling close to a hundred stacks, 3/4ths of it shadow pigment, sadly. This is still a great way to get misty pigments compared to other herbs, and the ink of dreams can finally be turned in at the vendor.
anyone feel like the rate on misty pigment got nerfed? or have i just gotten unlucky recently =/
The Briny Muck in Dread Wastes is definitely the best place to farm these :)
Lake of Stars in Dread Wastes also has quite a few for farming, it's also close by to The Briny Muck.
I recorded a video of a farming spot for everyone to see. I've found that as a druid with 310% flying speed, and being a tauren for faster herbing... I get on average 175 herbs per 10 mins in this spot.
Some of the better moments I get 200-220 in 10 mins.
Some of the slower moments I get as low as 150 in 10 mins.
Fool's cap also seems to be one of the better herbs if you are milling for Misty Pigments, so I highly recommend this spot for farming.

Found the re-spawn rate on Fool's Cap in The Briny Muck to have dropped significantly in the last few day, also not finding the large number of nodes consistently when farming this area. Might just be my bad luck.
can confrim that the drop rates have been mega-nerfed , drop rate is well below 50% of what it was , so now you'll spend 50% more time looking for half as many herbs , enjoy !
I found the area around The Forgotten Mire and The Terrace of Gurthan to be more rewarding than the Briny Muck after the nerf to herb nodes.
Fool's Cap will spawn around any 'muddy' areas in Dread Wastes, The Forgotten Mire is a way smaller area with a fairly nice respawn rate of nodes. You got to handle the problem of the mobs, but I still found that place to be better than the actual Briny Muck.
Can not confirm the farming this herb in the Upper and Lower Sumprushes is good. I never find more than one herb there.

Yes, the Fool's Cap locations prior to the 5.1 patch have been nerfed, significantly in some cases ... except on the Windward Isle (the Jade Forest NE islands, esp the SE Slitherscale Ripper camp!). I kid you not: 25 min farming and 5 stacks! The respawn rate was insanely quick. In that time frame I counted 10 node locations all within the camp area. Most of the nodes were right next to a mob. Coordinates (center of camp): 68, 30 more or less. Of course you better be geared appropriately and around level 90 as the mobs are level 90 with 393K health or so and are easily agro'd as they do walk around a bit. Of course your mileage may vary. Happy farming!

The #1 please to farm this after the massive 5.1 nerf to herb spawns, is still Dread Wastes, but it's from Sha-Touched Herbs.
They seem to be on the same sort of spawn timer as the very common herbs (Green Tea Leaf/Snow Lily etc), but have a high chance of yielding Fool's Cap.
On one casual farming run (about 20 minutes (while chatting in guild, watching tv, looking at my phone), I picked up well over 100. I know this isn't many compared to the pre-5.1 numbers, but it's a hell of a lot better than the few you will find in the Briny Muck and the small bodies of water in the zone.
You'll also pick up some Green Tea Leaf and Desecrated Herbs too. Bonus.
If you need quick stack of Fool's Cap try making circle around Lake of Stars in Dread waste.

I've milled 370 Fool's Cap and got 218 Shadow Pigment and 34 Misty Pigment. That roughly puts the
average yield at 3 Shadow Pigment and 0.5 Misty Pigment
per milling, which is half the Misty Pigment that I expected.
The Briny Muck in the Dread Wastes is a promising farm, picked up about 7-10 Fool's Cap by flying a lap around the area. Granted me 19 Fool's Cap, around 2 each loot.
I tried The Briny Muck with not much luck, then I went Lake of Stars (Dread Wasters 65,58) and found around 5 herbs.
