It turns out that when the haste buff ends, it won't proc sooner than 45 sec.

You would get a higher intellect from the Legendary staff. With epic gems you get 606 intellect from the legendary staff with only 581 from the Heroic Deathwing staff.

The thing is, that when the staff actually -does- drop, it does not "compete" with Dragonwrath anymore, hence not disvaluing those who currently own it. Just because the progression ends there.

i dont under stand how 1 extra free arcane blast would ever make up for 600 spell power even with the 3 red gems the extra int isnt even that big of a deal how would this staff not kill the legandary in fire power as a mage

This is awful for PVE fire mage. The haste buff procs off of buffing, blinking, have group will travel, almost everything you do can proc it putting it on cooldown. It also requires non-BiS gear to reach hit cap. It isn't too bad for PVP though.

For some reason, this appears to scale with level. I just glanced at mine that's sitting in my bank, and had to do a double take. At level 90, it gives 8401 haste to you and 1681 haste to your allies. Obviously you shouldn't take it to a raid, but it's kinda interesting that it scales.
