BIS off-set piece for Arms warrior as well.
A lot better than t13 shoulders due haste being completely useless for PvE Arms. Compare.

Hence Colossal Dragonplate Pauldrons is the only set piece with Haste it can and must be replaced with this one.

For Arms Warriors these are BiS over the tier shoulders because these have crit instead of haste on the 巨龙装甲肩胄.

These also have more str than all 3 plate dps t13 shoulders because of the socket colors and the itemization eaten by the set bonus. Arms should use these plus the other 4 tier pieces.

No matter if its frost/uh DK, ret pala or arms/tg-fury/smf-fury warrior. More str, red sockets.

These shoulders are actually the BiS for every plate spec (save Holy pallies obviously). Every T13 tanking shoulder (dk/pally/warrior) has a secondary stat on it and either dodge or parry. Reforge crit to dodge/parry and you have the best tank shoulders in game due to the 259 mastery these have. You can toss two 25 parry/25 mastery gems into the red sockets and still get the bonus as well.
