Looks like they're adding a more reliable way for Horde players to get the recipe.
Presently, if you finish Southern Barrens, the ONLY mobs that drop this recipe for horde are phased out.

It's an uncommon drop from the actual dig rats at the site.

23 kills in, and still no drop. Fairly annoying to farm, because there's only 3-4 of them around, and they take maybe 2 minutes to respawn.
Edit: Dropped on 26th kill.

The drop rate listed here seems to be totally wrong. Wowhead probably calculated the drops from the
掘地鼠
of all time against the actual drops. But this item was added in in patch 4.3, so the drop rate is much higher.
For me it dropped shooting the 11th of these
掘地鼠
.
And yes, there are only about 3-4 rats around and respawn time is several minutes.

After about 50 Dig Rat kills, a Plump Dig Rat dropped for me. All you need to do is to cook the Plump Dig at and you will learn the recipe for Dig Rat Stew. You need to have cooking to be able to see it I'm assuming, and it is soulbound. I've attached a screenshot, you can take a look.

If you seek to farm this, and you are Alliance or high enough level not to care about the NPCs, don't limit yourself to just the
Dig Rats
in the dig site. Go up the hill, into the keep. There are about 12 spawn points up there. 1 to either side of the entrance on the outside, plus about 3 on each floor of the keep. The keep has 3 levels.
After a few rounds, you can get a pattern going that makes it easy. Across one side, downstairs, across the back, upstairs, through the middle by the tanks, up the stairs, out to the balcony that overlooks the tanks, then to the adjacent balcony, and back down and outside to repeat the cycle. They would respawn for me in the time it took to run around inside.
To make it easier, try this macro and bind it to an easy key.
/targetexact Dig Rat
/run SetRaidTarget("target", 1)
/startattack
That will put a star icon over the rat and turn auto attack on so you will swing or shoot as soon as you can. The icon can be seen through the walls, but only if there's one wall separating, otherwise it won't show up through objects. The target function is smart enough to target the rat closest to you, in front, that is still alive, if it can. If you run out of live ones, it will target carcasses.
Got my recipe after about 70 kills. There's a fireplace in the bottom of the keep you can use to cook the rat to learn the recipe.

The week prior to 4.3, I put in about 20 tickets from various friend's accounts regarding the lack of this recipe's availability, and suggested every single time that the recipe be added as a drop from the Dig Rats themselves, perhaps starting a quest chain. It would seem enough instances of a given suggestion from various people may have Blizzard implement it, assuming it has some form of relevance and common sense to it.
I'm excessively happy (and somewhat flattered ?) that they did that, albeit it might have nothing to do with my perseverance and more to do with their own perception of what made sense. Glad to see my common sense and theirs converge, however...at least on this issue ;)
Good rat hunting, fellows. Enjoy your Iron Chef grind!

Found it on the 22nd kill. The macro is really the way to go for this one. Well done.
Interesting that a cooking fire is required to learn this one, I guess since learning it also gives you one stew as well it makes sense. Not aware of any other recipes that have special conditions required to learn them, this must be unique.
Also note that there's a spawn point for a chest in the "living room" of the fort. I found a
虎击斗篷
in the chest there.

For the Dig Rat Stew. . .I have been reading out of date comments on this paticular recipe and found yes it does drop from the Dig Rats at Bael Modan, but all the rats are at the dig site not inside the building like someone had commented above. Since doing the quests in Southern Barrens and ended up at Bael Modan the building is on fire and you have to make your way through to save a few dwarves. There are about 6 to 7 rats at the dig site and one just above to the left of Feegly the Exiled on the hillside, however after killing this rat I walked up to loot it and BAM! It dissappeared on me. The reason why is because when you walk up to it your are taken out of Bael Modan Excavation and placed in Bael Modan proper. Glitch done by Blizzard and they dont know about it, but they will. Anyhoo, I looted about 41 rats and on the 42nd rat I got the Plump Dig Rat which I then cooked over my fire and got the recipe. If you are an Alliance player (like me) just keep killing the rats at the Excavation site and you will get the Plump Dig Rat w/recipe inclueded.
Happy Hunting

I am not sure which quests, but after completing them in southern barrens the keep will be on fire and you will not be able to loot the Dig Rats. You will have to stay in the Excavation site.

Farmed in the dig site and inside the building. Looted 49 Dig Rats, 1 Unconscious Dig Rat, and 1 Plump Dig Rat. Once you loot the Plump Dig Rat, you will need to make a fire in order to learn the recipe. Happy rat hunting.

For anyone having a hard time seeing these rats (hey not everyone's eyes are good) I found this targeting macro that was
extremely
helpful!
/script SetRaidTarget("focus",2);
/target Dig Rat
/focus
All you have to do is hit it once and it will target and focus the Dig Rat, hit it again and it will put the orange circle raid marker on them. It will target them from pretty far away and also put a yellow (neutral) dot on the map which becomes circled. Once circled it puts a little arrow up or down depending on where they are. If there is no arrow, they are on the same level as you.
There are quite a few rats inside the building up above.
P.S.
If you do not like the orange circle you can switch the number 1 to 0-8 depending on what you want.
0 = no icon
1 = Yellow 4-point Star
2 = Orange Circle
3 = Purple Diamond
4 = Green Triangle
5 = White Crescent Moon
6 = Blue Square
7 = Red "X" Cross
8 = White Skull

On Alliance, I found that the quest which 'explodes' the Bael'dun fortress also sets the area into a phase. Dig Rats no longer spawn around or in the fortress, though you can still find 5 or 6 in the valley. So if you're an Alliance which has done questing in the area, your choice of Dig Rat battles are severely trimmed down! My suggestion: do the quests only *after* you get the recipe, if you intend to do them at all.

If you're having trouble seeing the Dig Rats, my suggestion would be to find a low cost charge or channeling spell that you an cast and put it into this macro:
Warlocks:
/target Dig Rat
/Cast Drain Life
Warriors:
/target Dig Rat
/Cast Heroic Throw
Mages:
/target Dig Rat
/Cast Arcane Missiles
I'm not familiar with other classes as much as I am with those. But basically, pick a spell that will lead you to it or make a nice easy trail to see. Also, farming outside in the valley and on the cliffs will let you farm faster than running inside the fortress and those outside respawn fast enough to do a quick round trip and the first ones will be respawning. I suggest not even bothering to go inside the fortress.

Currently trying to get one of these Plump Dig Rats for the recipe, however after 425 Dig Rat kills i'm not so sure if this item is still available in the current build. I've had 5 Unconscious Dig Rats so far which is about 1.2% chance. (nearly half of what WoWhead lists).
Got a ticket open asking if the item is still in the loot table of the Dig Rat, but it takes about 5 days before i get a response.

All the years I've played, I was totally oblivious to this recipes existence. Saw one advertised on the AH (for a ridiculous price I might add) and came straight here to investigate. Don't bother killing the dwarves, from what I gather they no longer drop the tradable recipe (hence the ridiculous price-tag), it's the rats you're after.
Anyway, this is indeed still available as of writing, 14/9/2015.

Took me 30 rat kills to get, If doing on horde, I strongly recommend not doing the quests first, like I did. Because a lot of rats spawn in the fortress, and they will be phased out. That said, it's still doable, might just take you longer. There's a few rats in the quarry area.

Farming guide post-7.3.5 Legion dynamic leveling change.
I did this on 6 toons at the end of WoD, and between AOE and the wondrous lootarang, it was a breeze. Enter Legion and the nerf to the lootarang, and I didn’t want to come back and grind it. I sucked it up today and tried it on my five remaining toons, and WOW! was it easier than I thought.
There are now exactly NINE spawn points outside the keep, and there is no need at all to enter the keep. I did this on fast toons (druids in flight form) and slow toons (who mainly walked between spawns). The adds respawn quickly, such that my fast runs did not run out of mobs. This loop is quick, as even my slowest toons took only two minutes to complete.
I did this today on five toons. I got the drop on my 2nd, 8th, 10th, 13th, and…73rd drops. So yeah, RNG can still be a pain, but even that really bad farm still took me less than 20 minutes to get the drop. For most of my toons, it took much longer to get to the site than it did to get the drop.
Start with a macro:
/tar dig rat
/cast (whatever instant ranged attack you prefer)
And if you can figure out how to apply a raid marker to your target, that might help, although after the first loop it probably won’t be needed.
Pull your view all the way back so you have as wide a field of vision as possible. The rats are nearly invisible from any distance so you’ll want to see their name bar light up and whatever spell/bullet flash/etc effects occur so you can quickly find the corpse to loot.
Here’s your route:
As you look at the entrance to the keep, start at the top of the ramp to your left. That’s where #1 is. Mount or scoot to the right side of the keep entrance, right on the edge of the cliff, and zap #2. Turn around and drop off the edge of that cliff onto the small ledge below, and zap #3. Drop off that ledge onto the main floor of the digsite. Turn to your left toward the named NPC, and zap #4. Turn around and face into the main digsite. At the end of the pillar on the ground is #5. Head into the main digsite. Just on the other side of that scaly snake-like pillar on the ground is #6. Turn left and #7 is behind the tents. Turn around and head toward the ramp going up, and #8 is in a small clearing. Keep heading toward the far wall and #9 is near the base of the ramp. Mount up, fly to the top of the keep entrance ramp, start over (if needed).
Two things to keep in mind:
1) Sometimes casting bugs and you will do your animation but the rat laughs at you. This was not a real problem, as I had to get up close to loot anyway, so I just bopped the rat on the head then and went to the next. This was slightly annoying but it didn’t really slow me down.
2) 7.3.5 introduced dynamic leveling, so all vanilla zones are now scaled to your toon level (max mob level 60). Do NOT take a pre-60 toon Horde (twink or squishy leveler) here expecting to find level 15-20 mobs as before. You will instead find some dwarves at your level asking you very unpleasant questions about your parentage.

I am not sure if this is still a thing that can be dropped and then used to learn the stew recipe. I've been killing rats, foremen, etc etc, for about an hour now and still haven't found any plump dig rat. Just a large stack of dig rat. I made the mistake of finishing the guest in the building, so it's on fire and unusable at this point. I am hoping that it is still available. If anyone can give me any insight, that would be great!
