This item, along with 黄色气球 are sold ONLY by 克拉格·摇塞(A) and 布雷克斯·瓶装火箭(H) during Children's Week.

Once summoned, to get rid of the balloon you must mount up or take a flight path. The balloon itself does not show up as a buff on your character.

EDIT: this item is now a Toy. The yellow version remains unchanged.

As of 6.0.2 this version has become a Toy you can learn into your Toybox, and as of 6.2, 黄色气球 has become a toy that you can get in 2016.

~~however the 黄色气球 remains a temporary summonable pet.~~

It seems odd to make a toy only usable for one week out of the year.

As of 6.1 (2015 Children's Week) this is a toy. The tooltip in game (in the toybox) does not reflect that Children's Week is required to use it despite it saying so when you go to purchase it.
