Seems to be a fairly pointless flask. Seeing as how there's a flask that gives 300 INT, which gives comparable regen (sometimes even better), plus gives spellpower and crit to boot.
Int helps spirit-based regen.
+
Int helps Replinishment-based regen.
+
Int helps a lot of talent-and-ability-based regen (Innervate, Divine Plea, Revitalize, Rapture, etc.)
I suppose you might use the flask if you were the right class and were short by 300 hit from cap...

in wrath of the lich king your correct for some classes, but since cata (even pre cata 4.01 at lvl 80) i would have to say wrong. with my math point for point spirit does give more mana regen then int even for pallies who use to have obnoxious regen from int.
i mainly play a holy pally (one who thinks we are great in 4.01/4.03 (while not being a fail player in 3.3) instead of qq we are so bad now) so just going to base these numbers off that.
Divine plea gives 15% mana back (when glyphed) every 2 minutes (or 7.5% per min). 300 int with plate specialization and kings will give about 4950 mana. 7.5% of 4950 is 371.25. that divided by 12 is 30.93 mp5
Replenishment with constant up time restores only 6% mana per min now. 24.75 mp5 from 4950 mana.
Judging on cd use to also restore about 12% mana per min but that is gone and replaced with something that has nothing to do with your int or spirit.
"Int helps spirit-based regen" by that im assuming you mean combat regen as it does not increase spirit. my rough estimate is around 10 extra combat regen per 5 sec per 135 int (after kings/plate specialize). after buffs this 300 int flask will be 330 int. if that combat regen off int scales linear and is the same at 85 per int then that's going to be around ~24-26 mp5. int the end what i'm looking at is ~80 mp5 or about 960 mana gained per min and that's with doing divine plea on cd (which i hear is not good in cata)
spirit is something i'm new to crunching numbers with but it does seem like about 0.444 mp5 per point of spirit for my class making this flask give around 133.33 mp5 or 1600 mana gained per minute.
of course i do realize that glyph of divinity is going to cause your lay on hands to give back 10% max mana and while using the int flask it will be and extra 495 mana gained. the mp5 value of that will obviously vary a lot based on the fight length. but say on a 5min fight its an extra 100 mana per min or 8.33 mp5.
However at the same time, an extra 300 spirit is no doubt going to make the mana tides (+350% spirit for 12 sec) give a nice amount of extra mana. im not going to put up that math cause its likely not 100% accurate but it seems like 1 mana tide with +300 spirit is going to be far more mana then a lay on hands with +300 int.
currently in pre shattered 4.01/4.03 i use a spirit flask, spirit food with 901 unbuffed spirit (crit/haste gear reforged to spirit) and 2 int/mana regen trinkets and its obnoxious the amount of flash of lights and divine lights i can cast in fights now compared to the start of 4.01 when i had about 585 spirit unbuffed using talisman as a trinket (no mana regen other then tiny bit from 128 int) as well as int/haste elixirs and haste food like I'd do in 3.3 wrath.
however if i am wrong on this matter (like something huge i missed) then please do correct me as i would love to use a 300 int flask if it gives more longevity then the 300 spirit flask (not to mention the extra sp) in cata.
Edit: while i still havn't seen higher mp5 values from 300 int, i can however see the use of the extra int for higher aoe heal value or even direct heals as a big heal doesn't top of a big health deficit anymore.

previous comment i made removed because it was all lvl 80 4.01/4.03 based numbers.
with out going to much into detail this flask has a decent amount of mana regen but i know for druids 300 int is actually more mp5 then 300 spirit and even classes with low mana pool based regen are better off with the 300 int flask for stronger aoe and direct heals (providing you've got spirit on most items with good int & regen trinkets in the case of pallys)

The materials are easily farmed if you are a high level herbalist, but for non herbalists this flask (as well as the others) will be quite pricey for quite a while. They recently (as of patch 4.0.6) lowered the materials from 10 of each to 8 of each, but the price is still anywhere from 100g to 160g depending on your server's economy and population. For raiders with neither herbalism or alchemy, expect to shell out quite a bit of gold, especially if you are a full time raider.
A good idea for those raiders who don't use these professions: buy in bulk. Find a flask-spec'd alchemist that farms his/her own herbs and ask them to give you a bulk discount. Most people will be happy to oblige as you are buying all their materials from them rapidly when it may take a day or two to sell them all without flooding the markets.
In short, be smart with your gold. :)
